Description
Please see attached RFP Package for exact details and instructions. Please note that this is a ARRA funded project, and is subject to additional terms/conditions. TITLE: Acquisition of Rhesus Macaques for the Vaccine Research Center Influenza studies using ARRA funds The Subcontractor shall furnish the necessary management oversight, personnel and technical support services required for the acquisition of pre-screened rhesus macaques. The acquisition will be using ARRA (American Recovery and Reinvestment Act of 2009) funding and is subject to ARRA Federal Funding Regulations. Support is to be provided for the Vaccine Research Center (VRC) Non Human Primate (NHP) Animal Program and Influenza research. Continuous high quality animal care shall be provided as set forth in the applicable animal welfare regulations, standards and guidelines. Animals must be maintained under carefully controlled conditions to minimize research variables and allow the accurate interpretation of laboratory results. Consequently, it is essential that animal colonies be properly maintained to avoid any situation or condition such as undue stress, diseases, animal identification problems, animal escapes, etc., that might adversely affect ongoing research. Specific Requirements The offeror's budget should provide a detailed breakdown of cost for NHP sample collections for pre-screening, acquisition and transportation of the NHP's to a housing facility (located within the US) 1. Subcontractor should have a large resource of available rhesus macaques in which blood samples can be collected from male and female NHP's. We estimate that at least 200 animals may have to be pre-screened for specific adenoviruses in order to qualify for VRC influenza studies. The following criteria is applicable for every NHP candidate: a. NHP's should be in excellent health and naïve b. Origin of animal must be traceable from birth including USDA form 7020 and/or breeders statement, and medical records must be available upon request. c. Animals must have some form of identification (i.e. tattooed) d. NHP's must weigh 3-7kg at the time of shipment 2. Collection amount is not to exceed the guidelines. It is requested that the Subcontractor transfer the samples according to the NIH Division of Occupational Health and Safety "Shipping Biological Materials" guideline. The blood will be shipped to the Vaccine Research Center in Bethesda, MD. The VRC will be responsible for the pre-screening tests. 3. One Hundred (100) pre-screened NHP's will be chosen by the Vaccine Research Center (approx equal male to female ratio based on availability). 4. Purchase & transportation of the animals is requested for One Hundred (100) Non-Human Primates to the NIH Animal Center in Dickerson, MD. 5. Shipments may not be concurrent; it is estimated that there will be at least two shipments with approximately 50 animals each. Reporting Requirements and Deliverables Medical records for each NHP candidate should be available upon request. Animal Identification Report should be submitted to the Project Officer & SAIC-F Subcontracts Specialist. This report can be an Excel spreadsheet and should contain the animal identification number, sex, age, weight, and when blood is to be/or was collected and shipped to the Vaccine Research Center. The Project Officer & SAIC-F Subcontracts Specialist will be informed within three (3) business days of any animals on the list that are considered in poor condition or have been found dead.
