- RECOVERY. American Recovery & Reinvestment Act procurement. This is a Pre-Solicitation Notice of an action that will be competed under the GSA Schedules Award program, Federal Supply Schedule 874, MOBIS Schedule. Only contract-holders under this GSA Schedule are eligible to submit bids in response to this procurement. The RFQ will be issued on or around May 28, with a closing date of June 7, COB Eastern Standard Time (5PM). This requirement entails providing education support to the Office of Education Ernest F. Hollings Undergraduate Scholarship Program, of NOAA's National Ocean Service.
