- The US Army Engineering and Support Center in Huntsville (CEHNC), Alabama has a requirement for a single award task order contract (SATOC) with a contract capacity of $2,100,000. The services required under this SATOC will include: Provide service and functional support for the Programming, Administration and Execution (PAX) system and related applications and its world-wide customers in a timely and cost effective manner. Typical services include training (workshop), helpdesk information technologies, quality assurance, documentation, technical presentations, automatic data processing (ADP), reporting, web technologies, and other information technology supporting the functional aspects of a software product. The Government is performing market research primarily in order to determine if service disabled veteran owned small businesses (reference FAR 19.1403) possess the capability to execute the requirements of this anticipated request for proposal (RFP). This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSALS nor does it restrict the Government as to the ultimate acquisition approach. Therefore, we further invite any other business concerns to provide a capability statement in response to this requirement. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contractors are encouraged to obtain further information on CCR registration at the following website: http://www.ccr.gov/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. If you would be interested in such work you are requested to submit a capability statement which addresses as a minimum, the questions presented within this announcement. The Government does not intend to rank submittals or provide any reply to interested firms. North American Industrial Classification System (NAICS) Code 541513 is applicable to this acquisition. The proposed award will consist of one base (beginning March 2011) and up to two optional periods of performance. NOTE: Any interested firms are encouraged to register as an interested vendor. However registration as an interested vendor for this synopsis does not in any way exempt your firm from submitting the required capability questionnaire. Therefore, if your firm would like to be considered an interested source for this requirement, please submit a capability questionnaire in accordance with this announcement. THIS IS NOT A FORMAL SOLICITATION. Contractors who feel they can provide the U.S. Army Engineering & Support Center, Huntsville, AL, with the above services are invited to submit in writing an affirmative response which includes as a minimum the following information: 1.What is the name of your business? 2.What is your business address? 3.Is your firm a large business, small business, a certified 8(a) small business, certified HUBZone business and/or Service Disabled veteran owned concern according to NAICS code 541513? (Specify all that apply.) 4.Does your firm have quality assurance experience as it relates to the PAX automated system, PAX software (such as but not limited to Economic Analysis for Military Construction (ECONPACK), Information Systems Cost Estimator ( ISCE), PC-Cost and PAX applications (such as but not limited to ) PAX Publisher, Facilities Reduction Program (FRP) Module? 5.Does your business have personnel with formal classroom teaching experience in the PAX automated system, PAX software (such as but not limited to Economic Analysis for Military Construction (ECONPACK), Information Systems Cost Estimator ( ISCE), PC-Cost and PAX applications (such as but not limited to ) PAX Publisher, Facilities Reduction Program (FRP) Module? 6.Does your firm have employees with experience using Help Desk Documentation Tools? (i.e. tools used to enter user problems and issues related to computer automated systems and provide responses/assistance accordingly). All responsible sources are encouraged to submit a capability statement response to this announcement. Responses shall be submitted by 5:00 PM CST on 17 June 2010. In addition to documents reflecting responses to the questions above, a DD 214 and an official letter from the Department of Veterans Affairs OR Vet-biz documents shall be submitted as proof of SDVOSB status for any firm reporting this status. All such responses will be considered by the agency. NOTE: Registration as an interested vendor for the subject solicitation does not in any way exempt firms from submitting the required capability questionnaire. NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Extraneous materials (brochures, manuals, etc) will not be considered. The Government does not intend to rank submittals or provide any reply to interested firms.
