- The 802d Contracting Squadron is intending to award a sole source purchase order to Panama City Cycles to purchase two (2) 2009 SHO Wave Runners. This purchase will be made under simplified acquisition procedures and Other than Full and Open Competition as authorized by FAR 6.302-1. The anticipated award date is 28 May 2010. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The intent of this procurement is to award based on Sole Source requirement. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41, and DFARS Change Notice 20100519, Standard Industrial Code 5551, North American Industry Classification System Code 441221 and Size Standard of $7.0M apply to this procurement. The Government intends to evaluate and award without discussions on this procurement. The intent of this procurement is to award based on sole source requirement. Quotes are not being requested and written solicitation will not be used. The justification for this sole source procurement is that Panama City Cycles is the only wave runner dealership within 50 miles of station. Due to service and maintenance requirements, purchasing the wave runners from another dealership is not practable, as a mechanical failure could impair the mission due to having to transport the water craft for repair.
