- Description: The 509th Contracting Squadron (509 CONS) announces the projected solicitation FA4625-10-R-0009 for the Airfield Markings and Rubber Removal, located at Whiteman Air Force Base, Missouri, 65305. Anticipated work consists of providing all personnel, supervision, transportation, landfill fees, environmental permits, equipment and services necessary to remove and repaint airfield markings and rubber removal at Whiteman AFB, MO, as defined in the Statement of Work (SOW). Contractor tasks include, but are not limited to the following: removal and proper disposal of all paint and rubber materials, proper site preparation, repaint runway and taxiways with specified color and reflective or non-reflective type paint. Estimated quantities of work will be listed in the SOW. NAICS code for this requirement is 237310. The Small Business Size Standard is $33.5M. This procurement is unrestricted. Responses to the Request For Proposal (RFP) will be evaluated using Price-Performance Tradeoff (PPT) evaluation factor with performance being approximately equal to price. The Government will issue an award to a single responsible business using an Indefinite Delivery Indefinite Quantity Requirements contract, using FAR Part 15.101-1 Tradeoff Process. Potential offerors are responsible for monitoring the FedBizOpps website for the release of the solicitation package, which should be posted on or about 9 June 2010, for downloading their own copy of the solicitation package and for downloading their own copy of each associated amendment, if any. The closing date and time for submission of offers shall be contained in the solicitation package. The entire solicitation package, including the Standard Form 1442 and continuation pages, the Statement of Work, and the Department of Labor Wage Determination shall be made available only on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov/. Requests for copies of the solicitation package, or any cumulative parts thereof, by any other means shall not be honored. All firms wishing to submit a proposal subsequent to the solicitation described herein MUST be registered in the Central Contractor Registration (CCR) database as well as the Online Representations and Certifications Application (ORCA) database or risk their otherwise-timely proposal being considered non-responsive regardless of its completeness, timeliness or other salient considerations. Information on CCR and ORCA registrations can be obtained at their respective websites: http://www.ccr.gov & http://orca.bpn.gov. No response to this announcement is required. The Government will not pay for any information submitted in response to this announcement. The solicitation subsequent to this announcement may be cancelled. After solicitation and prior to award the possibility exists to reject all offers when cancellation is clearly in the public interest.
