- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY: This effort is being synopsized per FAR 5.704. The Government has issued a Request for Proposal (RFP) for Tactical Communications Modernization Project Equipment Services for El Paso, TX. This effort will be funded by the American Recovery and Re-Investment Act (ARRA). The objective of this effort is to attain a standards-based non-proprietary tactical communications solution that meets Custom and Border Protection's (CBP) requirements for narrowband channel assignments compliant with Advanced Encryption Standard (AES) security. In addition, the contractor shall design for Internet Protocol-based architecture and support GPS capability, Over The Air Re-keying (OTAR) and Over The Air Programming (OTAP). The Land Mobile Radio (LMR) systems shall be backward compatible with existing equipment and interoperable with CBP partners as identified in El Paso. The Government intends to award a Contract for this requirement. The RFP is traditional and unrestricted among Department of Homeland Security (DHS) Enterprise Acquisition Gateway for Leading-Edge Solutions (EAGLE) Functional Category 1 providers. The RFP was issued to EAGLE Functional Category 1 providers on May 07, 2010. At this time, CBP is only requesting proposals from EAGLE Functional Category 1 providers.
