- This solicitation is a sole source procurement to Avon Protection Systems, Inc., 503 Eighth Street, Cadillac, MI 49601-1370 as authorized by FAR 6.302-1. This solicitation will result in a three-year IDIQ for the M61 Filter Canister (NSN: 4240-01-529-2289, PN: 71024/1) for use on the M50/M51 Joint Service General Purpose Mask (JSGPM). The anticipated maximum estimated quantity over the three-year period is 1,020,000 each. The guaranteed minimum quantity is 208,000 each. A First Article Test (FAT) is required. The M61 Filter Canister is an air filtering device designed to be inserted in the facepiece of a mask, chemical-biological. It is designed to remove from the air passing through it toxic and/or irritating chemical vapors, gases and particulate contaminants (dust, fumes, mists, fogs, and smokes) including biological organisms likely to be used in warfare. It may filter industrial dusts, fumes, mists, fogs and smoke, but is not designed to remove industrial type gases or vapors. Estimated issue date is 10 June 2010. This notice of intent is not a request for competitive procurement. The Government does not own a Technical Data Package (TDP) for this procurement; therefore, this solicitation is restricted to Avon Protection Systems, Inc. However, interested sources may identify their interest and capability to respond to this requirement. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102; therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the Internet: https://aais.ria.army.mil/AAIS/Padds_web/index.html. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of the same.
