Description
RECOVERY: This is a Sources Sought Notice issued for informational and planning purposes only. Any procurement that may result from this Sources Sought notice will be funded in whole or in part by the American Reinvestment and Recovery Act of 2009 (ARRA), Public Law 111-5. No Solicitation is currently available, and no unsolicited proposal will be entertained as a result of this Sources Sought Notice. The specific purpose of this Sources Sought announcement is to identify those sources capable of providing the services identified below. The development of the Smart Grid is now a top national priority that will save infrastructure investment costs, reduce dependence on foreign oil by integrating renewable resources to the grid on a wide scale, and give the consumer greater control over their electrical energy costs. A critical element of the smart grid is to create design, implementation and operational plans for an Electric Energy Consumption Test Facility that will be used to test and calibrate smart grid meters. The National Institute of Standards and Technology (NIST) is seeking to identify commercial sources with the requisite qualifications and capabilities necessary to develop design, implementation and operational plans for a 3-phase power and energy testbed and a 3-phase smart meter testbed and calibration laboratory that can be used to validate the accuracy of energy standard meters and smart meters and test their accuracy in an "as used" environment. This Sources Sought encourages maximum participation by small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The NAICS code for these services is 541690 and the small business size standard $7 million. The scope of this project consists of the following: 1)Testing and calibration of reference standard meters. 2)Testing and calibration of single-phase and three-phase smart meters. 3)Evaluation of tests on smart meters required for public acceptance. 4)Identification and investigation of problems and issues with present testing procedures for smart meters. 5)Investigation of problems and issues related to energy use monitoring. 6)Investigation of problems and issues related to the HAN and the EIA along with testing of smart meters with the HAN and EIA enabled. 7)Evaluation of smart meter tests that relate to networking/communication (wired and wireless), including cyber security issues. 8)Evaluation of issues related to the conformance of smart meters to existing or future Smart Grid standards. HOW TO RESPOND TO THIS SOURCE S SOUGHT NOTICE: On your cover sheet, state in the following order: Solicitation number AMD-10-SS74 and title of the procurement, Smart Grid Electric Energy Consumption Test Facility, your company name, address, phone and fax number, the name, phone number, and title of a person to contact, DUN and Bradstreet number, and business size. Your documentation shall not exceed 20 double spaced, single sided pages, excluding the cover page, using Times New Roman, 11 pitch. All pages shall be numbered. Include the following information in your documentation: 1. Description of each related project completed by your company as a prime Contractor or as a significant subcontractor within the past three (3) years, including as much of the following information as possible: (a) A brief description of the technical requirements of that project; (b) The specific information on your company's previous experience in providing the type of services required by this announcement; and, (c) The name, address, point of contact and phone number of customer organization for which the work was done. 2. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov (This is not part of the 20 page limitation.) If so, please include a copy of your CCR. 3. Indicate whether you company has any GSA Schedule contracts for similar work. Interested sources that believe they possess the capabilities necessary to undertake this project should submit an electronic copy of their capability statement, addressing the criteria identified above. Any proprietary information should be so marked. Written capability statements shall clearly and unambiguously demonstrate ability to perform work of the nature identified in this notice.
