Description
The Palm Beach Harbor maintenance dredging consists of a Base and one Option. Shoaled material shall be removed from within the entrance channel, Cut-1, Cut-2, Settling Basins, and the North and South Turning Basins. The project depth varies from 25 feet to 37 feet with an allowable overdepth of 2 feet (only a 1-foot allowable overdepth for the North Turning Basin). The disposal area is located south of PL -3.5 and extends southerly approximately 2,950 feet. All beach quality material removed during the winter months shall be placed between +8.7 feet (MLW) and -17 foot MLW until the beach template has been filled. The remainder of the material as well as non-beach compatible material shall be placed within the Nearshore landward of -17 ft MLW and seaward of 0.0 ft MLW. The method of dredging is with an Ocean Certified Dredging plant. If a Hopper Dredge or Scow is utilized then the use of the Silent Inspector System for Hopper Dredge/Scow monitoring shall be required. The order of work will be as directed by the Contracting Officer, and dredging may occur anywhere within the project limits. Work also includes Endangered Species Observer/monitoring, Sea Turtle Trawling, and Turbidity Monitoring. Magnitude of construction is between $5,000,000.00 and $10,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. COAST GUARD CERTIFICATION IS REQUIRED. ALL RESPONSIBLE BIDDERS ARE ENCOURAGED TO PARTICIPATE. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. The solicitation will be issued on or about 14 June 2010 with bids due on or about 14 July 2010. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/.
