- The Tennessee Army National Guard located at 3041 Sidco Drive, Nashville, TN intends to issue an Request For Proposal (RFP) on or about May 21, 2010 to award a single, firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the installation of three (3) urban assault courses (UACs). One UAC is located at the Tennessee Army National Guards Training Site in Catoosa, GA, another UAC is located at the Tennessee Army National Guards Training Site Tullahoma, TN, and the third UAC is located at the Tennessee Army National Guards Training Site in Lavinia, TN. The successful offeror shall manage all three (3) UACs concurrently. Each UAC was built using troop labor in accordance with the Department of the Army, Training Circular (TC) 25-8 Training Ranges. The successful offeror shall provide cameras and Multiple Integrated Laser Engagement System (MILES) capable pop up targets on UAC Stations 1, 2, and 5 at each of the three training sites. The successful offeror shall provide a AAR/Control Shelter or shelters to control and monitor training at each station; produce a video on compact disc of the training activity and provide space for the unit to view the video of the training after the event and conduct an After Action Review of the training. These Shelter(s) shall be designed as pre-fabricated, to be readily moved, erected, disassembled, stored, and reused without excessive cost or possible damage to the shelter. The North American Industry Classification System (NAICS) code for this work is 333319. The small business size standard is 500 employees. This project is being solicited as a TOTAL SET ASIDE FOR SMALL BUSINESS. The tentative date for the pre-proposal conference at the training site in Lavinia, TN and site visits at the other two training sites is To Be Announced (TBA). Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The cut-off date for all questions for the pre-proposal conference will be announced in the solicitation, they shall be submitted via e-mail (preferred) to randal.halbrooks@us.army.mil l or fax to (615)313-2659. Actual dates and times will be identified in the solicitation. The award will be based on a best value trade off process.
