- 1. Introduction/Statement of IntentThe FAA intends to award a single source contract to Frasca International located at 906 East Airport Road; Ubana, Illinois 61802 2. Description of Supplies/ServicesThe spare parts being ordered are to operationally support the CE-510 Mustang FTD originally manufactured by Frasca International, Inc. and delivered to the FAA Academy in FY09 under contract # DTFAAC-08-C-00034. 3. Total Estimated Value and Period of Performance The total estimated value is $107,387.96 and is expected to be completed no later than 30 September 2010. 4. Authority The authority for this single source procurement is AMS policy section 3.2.2.4. 5. Reasons for Single SourceThe CE-510 Mustang FTD was originally custom manufactured by Frasca International, Inc. and is currently the only one in existence. The spare parts will consist of Original Equipment Manufacturer (OEM) parts, Original Aircraft Manufactured parts modified to interact with proprietary software, off the shelf computers that have been modified to meet proprietary specifications for operation of the FTD and off the shelf parts of the same make/ model used in the manufacture of FTD thus requiring no modification of the FTD for there usage. There is no other source except for the original manufacturer that would have access to these parts, drawings and data. 6. QuestionsA competitive solicitation is not available for this procurement.
