Description
SPAWARSYSCEN Atlantic intends to issue a sole source contract, in accordancewith FAR 6.302-1, only one responsible source, to small business HiQEngineering, Incorporated, 13200 Kirkham Way, Suite 110, Poway, CA 92064,for engineering and technical support services to be acquired will allow thegovernment the opportunity to provide engineering, development, integration,testing, technical, and maintenance support to the current FVLF/LF transmitterand antenna system, and installation, as well as, support of new requirementsfor future installations. The following requirements are included in thiseffort,but not limited to: a. Within twenty-four (24) hours perform on-call problem analysis andrepair of the FVLF/LF equipment that is either down or not performing inaccordance with system requirements. b. Attend conferences/meetings for the purposes of providingengineering guidance/consultation relative to FVLF/LF transmitting systems. c. Perform engineering services to design, develop, fabricate, install,and test modifications to correct or eliminate recurring failures ordeficiencies inthe FVLF/LF transmitting equipment or systems which shall include thegeneration of documentation work packages that include schematic diagrams,fabrication plans, foundation plans, elevation plans, cabling/signal flow andpower schematics, interconnect sheets, Bills of Material and test/checkoutplans. d. Perform engineering services to provide a comprehensiveassessment of the material condition and other aspects of resourcemanagement that affect the long term system supportability and reliability ofthe FVLF/LF transmitting systems. e. Provide engineering services to electrically characterize componentsand systems of the FVLF/LF transmitting systems. f. Review FVLF/LF transmitting systems, sub-systems and componentsto determine obsolete/unsupportable components and recommend supportablereplacements for these components or develop procurement specifications forreplacement components. g. Provide engineering services to design, develop, fabricate, install,and test prototype equipment necessary for proving concepts or evaluatingpossible changes to the FVLF/LF transmitting systems. And if necessary,uninstall the equipment at the conclusion of testing. h. Provide engineering services to develop drawings and plans,including BESEPS, System Operational Verification Test (SOVT), HardwareChange Notices, (HCN), Software Change Notices (SCN) and System TroubleReports (STR) for FVLF/LF transmitting systems, compliant with SSC LANTConfiguration Management (CM) procedures and processes existent at thetime of the Task Order. i. Provide on-site engineering / technical services to operate andmaintain Strategic and Tactical Fixed Submarine Broadcast System (FSBS)equipment, on an "as needed / when required" basis, to support emergentoperational requirements at the individual FSBS Transmitting Stations. j. Provide engineering / technical services to perform Depot level faultisolation, troubleshooting, repair and / or modification to FSBS equipment atthe circuit card component level. k. Provide logistic services to support ongoing and emerging FSBS In-Service Engineering Agent (ISEA) projects, and respond to requests for materialsupport from FSBS Transmitting Stations and / or the COR. l. Provide technical services and personnel to overhaul, install,assemble, fabricate, hook-up, test, and check-out existing components andsystems of the FSBS Network. m. Provide configuration management support to include anydevelopment or maintenance of the system, and provide configurationmanagement data or reports to support FSBS Transmitting Stations and / orthe COR. n. Provide study/analysis related to potential new FSBS transmittingequipment and/or locations. o. Assist in developing Integrated Logistical Support products for FSBSsystems as required. p. Provide technical services to maintain and operate various FVLF/LFTest Beds and Fixtures used to simulate existing fielded systems. q. Provide assistance with design, installation, and investigation ofequipment pertaining to the FSBS antenna system. Hi-Q Engineering, Inc is the only contractor capable of providing SubjectMatterExperts (SME) with at least fifteen years experience with Fixed Very LowFrequency/Low Frequency (FVLF/LF) transmitter and antenna systems. TheGovernment anticipates award of a Cost Plus Fixed Fee, Indefinite-Delivery,Indefinite-Quantity, non-commercial type contract for one (1) base year andfour (4), one-year option periods in accordance with FAR part 15, with anestimated value of $23M. The applicable North American Industry ClassificationSystem (NAICS) code is 541330, and the size standard is $27M. NOSOLICITATION WILL BE MADE AVAILABLE AS A RESULT OF THISANNOUNCEMENT. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Anyfirm that believes that it can provide these services may give writtennotificationto the individual identified below.
