- The Department of Veterans Affairs VA Central California Health Care System, Fresno, CA (VACCHCS) is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 for the design of Project 570-214, design of Building 24 Seismic Corrections at the Fresno VA Campus, Fresno, CA. AE firm will prepare an Evaluation Report, Design Development Drawings, Construction Documents, Specifications, and Cost Estimates for all disciplines as necessary to construct additional clinical research space on the 3rd floor of Building 24 over the existing 2nd floor roof. This space is expected to be configured to support office/ administrative/classroom type space (approximately 3,000 GSF). A second elevator shall be designed to travel from the first to the third floor. The A/E shall also conduct an analysis of the existing seismic building components and design seismic corrections for the entire building including this new addition to meet the current International Building Code. Prime AE firm shall have, at least, the following licensed/registered specialty disciplines as members of the firm, or team, with demonstrable expertise in their respective fields: civil, geotechnical, architectural, interior design, structural, HVAC, Plumbing, Electrical, Fire Life Safety, Sustainability (LEED Silver Equivalent), Security, IT, and construction cost estimating. Five (5) copies of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. A separate SF-330, Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) Past Experience of the firm and its proposed designers; (2) Specialized Experience and Technical Competence; (Clinical Research Building Design) (3) Capacity to accomplish the work in the required time; (4) Past Performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) Geographical location (firms are restricted to a 150 mile radius of the Fresno facility) and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms that meet the requirements described in this announcement are invited to submit required SF 330's by close of business June 21, 2010, to the following: Denise R. Groves, Contracting Officer, CCA (90C), VA Central California Health Care System, 2615 E. Clinton Ave., Fresno, CA 93703. There will be an informational meeting at the Fresno Facility on June 3, 2010, from 1:00-3:00pm in the Auditorium. Project scope and site will be discussed. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation (VA-261-10-RP-0109). Interested firms shall be located within a 150 mile radius of the VACCHCS. This solicitation is unrestricted.
