Washington Navy Yard, DCDescriptionOn 28 April 2010, Program Executive Officer, Integrated Warfare Systems (PEO-IWS), as chair of the Naval Open Architecture Enterprise Team (OAET), signed out version 2.0 the Naval Open Architecture Contract Guidebook for Program Managers, a guide to help program managers across the Naval Enterprise implement Open Architecture (OA) principles in National Security Systems. In July 2006, the OAET released the first version of NOA Contract Guidebook, as a compendium of contracting best practices and lessons learned gathered during its assessment of contracting practices across the Naval Enterprise. The OAET updated the Contract Guidebook in October 2007 with additional best practices and lessons learned. This latest version of the Guidebook contains new information and contract clauses including: a new H Clause requiring contractor identification of open source software in their deliverables; statement of work (SOW) language on using integrated development environments; SOW language on software code walkthroughs; product reuse demonstrations; and references to NAVAIR's Key Open Sub-Systems (KOSS) tool. The Guidebook is a publicly available document.
