- Construction Manager Services Ardmore/ Tishomingo Health Center Additions Solicitation Number: GR27-016-CNHS-1002 Notice Type: Presolicitation The Chickasaw Nation is requesting proposals for furnishing Construction Management Services in connection with proposed new construction and renovations to the Ardmore Health Center located in Ardmore, OK with an option, to be exercised on/or before November 1, 2010, for construction of the Tishomingo Health Clinic in Tishomingo, OK. The Ardmore facility will consist of approximately 66,000 square feet of new and renovated space. The total estimated cost exceeds $18 million dollars. The Tishomingo Health Clinic will consist of approximately 46,000 square feet of new construction. The Construction Manager (CM) will consult with the Architect/Engineer and The Chickasaw Nation Staff during the design phases to provide cost estimating, value engineering and to assure that the project/s will be well designed and constructed in an efficient and economical manner within budgetary limitations. It is anticipated that an early site development bid package will be required. Prior to completion of the design phases, the Construction Manager will be required to submit a Guaranteed Maximum Price (G. M. P.) for the construction. If the GMP is accepted a contract will be entered into for the construction of the project. The Construction Manager will be required to render supervisory and managerial services during construction, for which he will be paid a fee over and above the price covering the actual construction work. A Performance Bond (100%) and Payment Bond 40% will be required of the CM prior to execution of the GMP Contract. Consideration for selection will be based on assessment of prior experience and qualifications using the following evaluation criteria which are listed in descending order of importance with items 1&2 being of equal value: 1) Construction Management Experience, i.e., of the description used in the solicitation. 2) Construction experience in the last five years on projects of similar size and scope to this project, i.e., health centers, hospitals, and other public facilities. 3) Experience of Construction Manager's professional staff. 4) Cost Management and critical path scheduling experience. 5) Construction contracting experience with Indian Organizations. 6) Management Plan. 7) Indian Preference, (An Indian Owned firm is one which is at least 51% Indian Owned and Controlled) 8) Price. Offerors are advised that technical quality is more important than price. The Solicitation is expected to be available on or about June 1, 2010.
