- DEPARTMENT OF VETERANS AFFAIRS VA PALO ALTO HEALTH CARE SYSTEM (VAPAHCS) MENLO PARK DIVISION (MPD) DESIGN-BUILD - REPLACE EMERGENCY POWER SYSTEMS, PHASE II MENLO PARK, SAN MATEO COUNTY, CA NOTE: This is a pre-solicitation announcement limited to Service Disabled Veteran Owned Small Businesses (SDVOSB) companies pursuant to the authority set forth under the Veterans First Contracting Program and Public Law 109-461. This procurement is a total 100% SDVOSB set-aside. Offerors will be required to submit both a technical and price proposal. The solicitation will contain proposal instructions. Summary Project Title: Design-Build - Replace Emergency Power Systems, Phase II, Menlo Park Division Project Number: 640A0-10-168M Project Location: VA Palo Alto Health Care System (VAPAHCS), Menlo Park Division - 795 Willow Road, Menlo Park, CA 94025. NAICS Code is 236220 with Small Business Size Standard of $33.5 million. Magnitude of construction is between $2,000,000.00 and $5,000,000.00 Acquisition shall be conducted in accordance with FAR 15.101-2 - Lowest Price Technically Acceptable Source Selection Process. A Pre-Proposal meeting with a Site Visit will be held on Friday, June 4, 2010, at the VA Palo Alto Health Care System, Menlo Park Division located at 795 Willow Road, Menlo Park, CA 94025, Building 334, Room B-200 Old Library Conference Room, from 10:00 AM - 12:00 Noon. RFP shall be issued electronically at FBO Website RFP shall be issued on or around June 1, 2010 Offer due date shall be on or around July 7, 2010 The Department of Veterans Affairs VISN 21 Consolidated Contracting Activity will be issuing a request for proposal (RFP) for a contractor to provide all labor, materials, tools, equipment, transportation, expertise, supervision, administration, and design-build services necessary to replace the emergency power systems to correct deficiencies located at the Menlo Park Division (MPD) of the Department of Veterans Affairs (VA) Palo Alto Health Care System (VAPAHCS). Work will include but is not limited to complete design, replacement, and removal of existing emergency generators and associated systems. The associated systems may include automatic transfer switches, feeders and raceways, electrical distribution switchgear assembly, interlock control systems, underground diesel fuel storage tank, and associated piping.
