- The Air Force is seeking sources for a potential 100 percent set-aside for certified HUBZone and Service-Disabled Veteran-Owned (SDVO) concerns. We are also seeking 8(a) small business concerns located in the Columbus, OH district. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. Project Description: Project ZHTV079001A/B, Renovate/Construct Aero Evacuation Squadron Facility, Building 4004. This is a comprehensive facility renovation including removal and/or relocation of interior masonry walls, ceilings, lighting, (1) window, and interior finishes. Also included is conversion of the existing HTHW/steam heating to HTHW/LTHW, and renovations of the existing HVAC distribution and controls. Also included is addition of fire protection system, replacement of communications infrastructure, expansion and renovation of restroom/shower/locker room facilities, and removal of existing lead paint coatings on exit passageways. Also included is a small construction portion to repair a deteriorated vestibule. This is a historic facility; the limited exterior work is subject to SHPO oversight. Facility will be unoccupied during construction. The estimated magnitude for this entire project is between $1,000,000 and $5,000,000 The Air Force intends to award a contract with a period of performance of 270 days. Prime contractors who are certified 8(a) program participants, HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 2:00 p.m. (Eastern Standard Time) on 27 May 2010. Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of 8(a) approval/certification; (3) date of HUBZone certification; (4) documentation of SDVOSB status; (5) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (6) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (7) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide the above documentation by email (preferred) or fax. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested certified 8(a) program participants, HUBZone or SDVOSB concerns. Responses shall be limited to 10 pages. Please include your DUNS number and your CAGE code. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
