- The Air Force is seeking sources for a potential 100 percent set-aside for certified HUBZone and Service-Disabled Veteran-Owned (SDVO) concerns. We are also seeking 8(a) small business concerns located in the Columbus, OH district. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. Project Description: Project ZHTV0900341, Replace AHU 13 & Mix Boxes PH 1, Facility 10856. Replace large AHU and related duct work and control systems in a secure facility. This project requires an experienced contractor familiar with working in a secure building, and all employees will be screened. The contractor must have flexibility with their work plan and be able to forecast their work. A 48 hour notice is required for access. An escort is required for all work in the NASIC Complex. The contractor will need proper man power in all relevant disciplines to work continuous in one work area and finish the work before moving on to the next area. Furthermore, in order to reduce the impact to NASIC's mission, only part of the work area will be vacated at a time. So, this project will require phasing. The customer has agreed to vacate ½ the space to allow the contractor access to the 1 st phase. The other side will remain occupied while the 1 st phase is completed. The contractor will have to develop a phasing plan, and the performance period is very short for this size of project. The estimated magnitude for this entire project is between $1,000,000 and $5,000,000 The Air Force intends to award a contract with a period of performance of 120 days. Prime contractors who are certified 8(a) program participants, HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 2:00 p.m. (Eastern Standard Time) on 27 May 2010. Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of 8(a) approval/certification; (3) date of HUBZone certification; (4) documentation of SDVOSB status; (5) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (6) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (7) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide the above documentation by email(preferred) or fax. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested certified 8(a) program participants, HUBZone or SDVOSB concerns. Responses shall be limited to 10 pages. Please include your DUNS number and your CAGE code. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
