Description
The Air Force is seeking sources for a potential 100 percent set-aside for certified HUBZone and Service-Disabled Veteran-Owned (SDVO) concerns. We are also seeking 8(a) small business concerns located in the Columbus, OH district. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. Project Description: Project ZHTV101908A/B repairs the boiler feed water pump room concrete floor and concrete beam in building 770 basement. One project removes the three different water treatment chemicals from the basement and moves the chemicals to a new facility added on the building 770 south side. Work involves specialized steam plant equipment and related chemical treatment systems. Work includes excavation of soil to install a foundation and floor for the addition to the current facility. Install a pre-engineer metal building on the foundation as the Chemical Storage Facility. Remove three chemicals from the basement of Building 770 and install chemical tanks, spill containments, metering pumps and all piping required to inject the chemicals into the raw water system. Remove all the mechanical equipment and pipe from the boiler feed water pump room to allow access to repair the concrete floor and beam. Remove the brine tank from the boiler feed water pump room and reinstall the brine tank in the water treatment room to the west. Reinstall all the mechanical equipment and pipe in the boiler feed water room and make operational. All work is located at WPAFB Facility 20770. The period of performance is extremely tight and it is critical; it must be met. Failure to meet the timeline will incur substantial contractor costs. The estimated magnitude for this entire project is between $250,000 and $500,000 The Air Force intends to award a contract with a period of performance of 90 days. Prime contractors who are certified 8(a) program participants, HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 2:00 p.m. (Eastern Standard Time) on 27 May 2010. Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of 8(a) approval/certification; (3) date of HUBZone certification; (4) documentation of SDVOSB status; (5) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (6) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (7) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide the above documentation by email (preferred) or fax. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested certified 8(a) program participants, HUBZone or SDVOSB concerns. Responses shall be limited to 10 pages. Please include your DUNS number and your CAGE code. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
