- FISC Norfolk Philadelphia Office intends to procure scientific services in support of the Washington electronic - Very Long Baseline Interferometry (e-VLBI) Correlator program. Services include: (1) Astronomical, astrophysical, and Earth orientation research and observations and a proven ability to publish results in the professional peer-reviewed astronomical and astrophysical literature. (2) The transmission of VLBI data by electronic means (e.g. by the internet) for Astronomical, Astrophysical and Earth Orientation department use. (3) The development and use of computer software and hardware for transmission, reduction and analysis of Astronomical, Astrophysical and Earth Orientation Department VLBI/e-VLBI data. Particular emphasis is placed on experience and expertise in the development of software-based VLBI correlator systems. (4) The analysis of astronomical, astrophysical and Earth orientation VLBI/e-VLBI data to derive operational and research oriented results. This acquisition will be solicited on a sole source basis with NVI, Incorporated of Greenbelt, MD. The level of experience and expertise necessary for scientific services under this acquisition for services are only available from NVI, Inc. The personnel at NVI are considered world leaders in the theory and practice of VLBI Correlator systems and related services. NVI Inc. is the only known source that possesses the scientific expertise and organic resource to accommodate the unique requirements outlined in this acquisition. A firm fixed price type contract with a base period and four options will be negotiated. The NAICS code for this effort is 541990. The proposed contract action is services for which the Government intends to solicit and negotiate with only NVI Inc. on a sole source basis pursuant to FAR 6-302-1. NVI Inc. is the only known provider of these services at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS Numbered Note 22:The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement with a Technical Capability Statement. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
