- PWS AUTHORITY: 10 U.S.C. 2304 (C)(1), JUSTIFICATION: (C) THE HEAD OF AN AGENCY MAY USE PROCEDURES OTHER THAN COMPETITIVE PROCEDURES ONLY WHEN- (1) THE PROPERTY OR SERVICES NEEDED BY THE AGENCY ARE AVAILABLE FROM ONLY ONE RESPONSIBLE SOURCE OR ONLY FROM A LIMITED NUMBER OF RESPONSIBLE SOURCES AND NO OTHER TYPE OF PROPERTY OR SERVICES WILL SATISFY THE NEEDS OF THE AGENCY; THE PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLCIT AND NEGOTIATE WITH ONLY ONE, OR A LIMITED NUMBER OF SOURCES UNDER THE AUTHORITY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED PRIOR TO THE CLOSING DATE ON THE SOLICITATION WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLEY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLEY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. SPECIFICATIONS, PLANS, OR DRAWING RELATING TO THE PROCUREMENT DESCRIBED ARE INCOMPLETE OR NOT AVAILABLE AND CANNOT BE FURNISHED BY THE GOVERNMENT. THE GOVERNMENT DOES NOT OWN THE DATA OR RIGHTS TO THE DATA NEEDED TO PURCHASE THIS ITEM FROM ADDITIONAL SOURCES. Combined Synopsis/Solicitation: This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. DESCRIPTION OF SERVICES: Maintenance of the Calistoga AMT Centrifuge P/N AMT-11.0-SP-1-SSAB. The contractor shall ensure the AMT Centrifuge operates within design specifications by providing trouble shooting, repair, calibration and other original manufacturer support as required by the government. In addition, the contractor shall provide all information, documentation, and technical drawings as to the trouble shoot, repair, calibration and other original manufacturer support of the centrifuge system. This contract will be for a one year period of performance and will be on an as-needed basis for labor and parts. The quote and contract price shall include all necessary travel expenses per FAR 31.205-46.
