Description
The Air Force is seeking sources for a potential 100 percent set-aside for certified HUBZone and Service-Disabled Veteran-Owned (SDVO) concerns. We are also seeking 8(a) small business concerns located in the Columbus OH district. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. Project Description: Project 0800231, Replace Boiler/Chillers with High Efficiency System Facility 20487, Air Force Museum. This project will involve removal of two 150 ton chillers, a single 4000 mbh gas-fired boiler, pumps and a substantial amount of piping within the mechanical room. A new pair of chillers/heat-pumps of comparable size will be installed to provide heating and cooling. The heat sink for the geothermal heating and cooling will be a large number of deep wells bored several hundred yards away. Food grade polypropylene glycol will circulate in a closed loop circuit between the heat pump heat exchangers and the well field. Contractors must have experience involving large mechanical refrigeration equipment, installing buried pipe and boring deep wells. The contractor will also have to work with the EPA to secure the necessary permits. The Museum operates 9 a.m. to 5 p.m. seven days a week and since heating/cooling must be maintained, only short outages after hours will be permitted. Alternative heating/cooling must be provided by other means if necessary to prevent longer outages. The estimated magnitude for this entire project is between: $1,000,000 and $5,000,000 The Air Force intends to award a contract with an estimated period of performance of 360 days. Prime contractors who are certified 8(a) program participants, HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 2:00 p.m. (Eastern Standard Time) on (1 Week from date of posting) 2010. Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of 8(a) approval/certification; (3) date of HUBZone certification; (4) documentation of SDVOSB status; (5) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; (6) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (7) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. Firms interested should provide the above documentation by email(preferred) or fax. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested certified 8(a) program participants, HUBZone or SDVOSB concerns. Responses shall be limited to 10 pages. Please include your DUNS number and your CAGE code. Failure to submit all information requested would result in a contractor being considered "non-responsive" in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
