Description
This is a Sources Sought Notice and does not constitute a solicitation for proposal. The Joint Project Manager, Nuclear, Biological, Chemical Contamination Avoidance (JPM-NBC-CA) is conducting market research to identify potential sources to provide Block Upgrade engineering design services, contractor testing, integration/installation of new subsystems and logistics support [i.e. source data for technical manual (TM) revision, test vehicle refurbishment, preparation of ECP package for any changes to the system, etc.] on the Fox Nuclear, Biological, Chemical Reconnaissance Systems (NBCRS) variants [M93A1, M93A1P1, and M93A1P2 series vehicles]. No technical data package (TDP) is available for any of the Fox NBCRS variants. Block Upgrades could cover a range of subsystems to potentially include engine (power pack) upgrade, engineering and production efforts to replace obsolete subsystems, replacement of and/or integration of Government Furnished Equipment (GFE) Nuclear, Biological and Chemical (NBC) sensors on any of the 3 Fox variants. The Fox NBCRS is in the Operations and Support (O&S) phase of the Department of Defense (DOD)s Integrated Defense Acquisition, Technology, and Logistics Life Cycle Management Framework. Background: Prime Contractor Thyssen Henschel (Germany) produced the first Fox platforms that the U.S. Army acquired in the mid 1980s. Much of the technology of the base vehicle platform dates to the mid 1980s. General Dynamics Land Systems/Rheinmettall Landsysteme (RLS) (formerly Thyssen Henschel) are the original equipment manufacturers (OEM) and have been maintaining and upgrading the U.S. Army Fox NBCRS inventory since 1996. The Fox inventory consists of one hundred twenty-two (122) vehicles. The Fox fleet is comprised of 86 M93A1, 22 of the up-armored M93A1P1, and 14 of the most recently upgraded up-armored M93A1P2. The Fox vehicles are currently located at multiple CONUS and OCONUS locations. The GFE subsystems currently installed on the Fox variants include, but are not limited to, the M88 Chemical Agent Point Detector, M21 Standoff Chemical Agent Detector, MM1 Mobile Mass Spectrometer, AN/VDR-2 RADIAC, Common Remotely Operated Weapon Station, Force XXI Battle Command, Brigade-and-Below (FBCB2), CBRN Processing Group for warning and reporting, and Enhanced Positioning and Locating Receiver System (EPLRS) and Single Channel Ground and Airborne Radio System (SINCGARS). Interested sources that believe they can perform the above requirements, without a Fox TDP, shall submit a statement of interest and a brief company profile highlighting relevant experience and qualifications showing they have the capability to accomplish the specified range of work requirements. The submission shall be a minimum of two pages detailing the requested company information and examples highlighting relevant experience. Information, at a minimum, should include: informational brochures, published technical specifications, 3rd party performance verification data, company name, address, telephone number, facsimile number, type of business [large or small] and point of contact. Finally, interested sources should also include the type of production facilities and tools available to perform similar production design and integration efforts. Participation in this market survey is voluntary, and the Government shall not pay any costs associated with this sources sought announcement. Failure to provide detailed information to the survey may limit opportunities for products/services to be considered for future requirements associated with the Fox NBCRS program. This Market Survey is for planning purposes only and should not be construed as a request for proposal or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Market Survey or otherwise pay for information solicited. There will be no opportunity for questions and answers associated with this RFI. All proprietary data that the respondent intends to be used only by the Government for evaluation purposes must be identified and appropriately marked. See Federal Acquisition Regulation (FAR) 3.104.4; 52.215-1(e). The respondent must also identify all technical data contained in the submission that is to be treated by the Government as subject to restrictive markings. In the absence of such identification, the Government will assume to have unlimited rights to all technical data submitted.
