Description of Action: This is a request for other than full and open competition for the procurement of the 48" Prevac Sterilizer with accompanying parts and installation. 3. Validity of Use of Statutory Authority: The VA has been mandated to standardize equipment. Other Steris Sterilizers have been recently purchased and are proceeding with standardization. 6. Actions to Promote Competition: No other vendors were found to be authorized distributors/provider of Steris products/services. 7. Determination of Fair and Reasonable Price: Pricing has been determined fair and reasonable with reference to previous purchases and similar work performed in line with the industry standard. 8. Market Survey (FAR 7.102): A pre-solicitation notice was posted on April 16, 2010 for a similar Steris package and no vendors were identified to provide this proprietary service portion of the package. It would not be in the best interest to compete out this portion of the work due to liability concerns and higher administrative burden. However, it may be possible for Steris to sub-contract out a portion of the requirement to a local vendor. 9. Other Considerations: This particular acquisition is supported by VA Mandated standardization efforts. 10.
