AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT CONTINUATION OF AMENDMENT #1 - Questions & Answers VA-258-10-RA-0102PAGEOF PAGES 1 3 THE PURPOSE OF THIS AMENDMENT IS TO PROVIDE THE FOLLOWING: Clarifications 1. Light Standard as referred to in the Statement-of-Work shall include the light fixture, pole, and base. 2. In the base bid, the contractor shall remove 48 existing light standards and install 49 new light standards, as shown on the drawings. 3. Due to limited on-site space, the contractor is responsible for the off-site storage of equipment and materials. 4. Bases for the new light standards shall be "transformer" type in lieu of "shoe base" type; similar to existing pole bases. Transformers for obstruction lights shall be mounted in the "transformer" base. 5. The contractor shall be responsible for the verification of existing field conditions, including the location of existing utilities. 6. The contractor, at their expense, may have any existing items and/or components certified for compliance. Questions and Answers: Q1. Do only the general contractor have to be veteran own? A1. The Contractor must be 51% service disabled veteran owned small business. Q2. Do the sub-contractor and sub-sub-contractor also have to be veteran own? A2. No. Q3. Is this a prevailing wage/ scale job or is it regular pay? A3. The prevailing Davis-Bacon wage scale, most recent for El Paso (TX) County. Q4. Do the electrician have to remove the pole light from the job site or will someone else do that? If the electricians are responsible to remove them from the site; how far is the drop location? A4. The Contractor is responsible for the removal and off-site disposal of the light standard (fixture, pole, base). Q5. Do we include the cost of the pole light fixtures? Do you want it separate? Or will you be purchasing light fixtures yourself? A5. The Contractor is responsible for providing the new light standards (fixture, pole, base) for the base bid, option #1, and option #2 Q6. Do you have more details on the concrete base for the new pole light? A6. See concrete base detail on drawing E-4. AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT CONTINUATION OF AMENDMENT #1 - Questions & Answers VA-258-10-RA-0102 PAGEOF PAGES 2 3 Q7. By what date will the contract be awarded? A7. On or about June 4, 2010. Q8. How long after award is Bid Guarantee returned? A8. Please refer to provision 52.228.1. Q9. Are bids for both options required? A9. Yes Q10. Are there any utilities under Piedras where boring will be performed? A10. Possibly, the Contractor shall be responsible for the verification and location of existing utilities. Q11. Is all existing field wiring to be removed? A11. Under the Base Bid, the existing field wiring shall be reused per keyed note 2 on drawing E-2. Q12. I am the Electrical contractor, and is it correct that I must take 30 hrs. of OSHA training, and any of my employees need to take ten hrs? A12. The contractor's on-site competent person is required to have the 30-hr OSHA certification; all others are required to have the 10-hr certification. Q13.Is OSHA training required before bid submittal? A13. No, verification of OSHA training is required prior to starting work. Q14. What are the length and grade of existing bolts on existing bases? A14. See concrete base detail on drawing E-4. The existing concrete base is similar. Anchor bolt size and circles shall also be field determined by the Contractor per keyed note 3 on drawing E-4. Q15. Where can I print out an SF25 and SF25A form? A15. GSA forms website or your bonding company. Q16. Do any subcontractors information need to be submitted with bid package? A16. No, but may requested after contract award. Q17. Where will control circuits and contactors for fixtures be located? A17. Contactors and controls for the new light standards under OPTION 2 shall be located in the existing maintenance building and adjacent to panels per keyed notes 5 and 8 on drawing E-3. Q18. The size and length of the existing anchor bolts? A18. See concrete base detail on drawing E-4. The existing concrete base is similar. Anchor bolt size and circles shall also be field determined by the Contractor per keyed note 3 on drawing E-4. AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT CONTINUATION OF AMENDMENT #1 - Questions & Answers VA-258-10-RA-0102PAGEOF PAGES 3 3 Q19. We will need to know if the anchor bolts have been welded to the nuts in such a way that we cannot remove the existing nuts from the bolts. A19. No, from the few that have been examined, however, the Contractor is responsibile to field determine the existing conditions, including size and bolt circles of the existing anchor bolts. Q20. Can you please tell me how much of an area will be made available to us for knockdown of the existing poles and the assembly of the new poles and heads? A20. The contractor will be required to submit a traffic control plan (include proposed knockdown area) for approval. The knockdown area may be limited. Q21. We will need an area for a trailer to store the unassembled heads in prior to the installation, and an area for the new poles to be stored. A21. Due to limited on-site space, the contractor is responsible for the off-site storage of equipment and materials. Q22. Will there be any consideration for storage of material on site? A22. Due to limited on-site space, the contractor is responsible for the off-site storage of equipment and materials. Q23. Will restroom facilities be available to us? A23. No. All other terms and conditions remain the same. This amendment does not extend the closing date of the solicitation.
