- Woody Riparian Project Skookum HMU Irrigation Historic Resource Testing Project, Franklin County, Washington State. Walla Walla District, Corps. of Engineer plans to undertake the woody riparian program in Franklin County, Washington State which will result in production of a report of findings including recommendations, in support of Corps compliance with Sec. 106 of the National Historic Preservation Act. The project study area includes the area of potential effect of a proposed irrigation system development to establish improved habitat. The contractor is required to conduct a systematic cultural resources testing operations on properties in the area of potential effect for the proposed development, produce reports of findings of the test excavations, and make recommendations for management of potential historic properties. A single firm fixed price type of contract will be awarded to the responsible offeror whose proposal is the lowest price technically acceptable (LPTA). The North American Industry Classification System (NAICS) code is 712120. The solicitation will be issued as Request for Proposal (RFP) and will be issued as a 100% set-aside for HUBZone small business concerns. The size standard for small business concerns under NAICS code 712120 is $7 million. To be eligible for contract award a firm must be registered in the DoD Central Contractor Registration (CCR) database.
