GPAT in pdf format GPAT in MS Word 2003 format This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation and all related documents and amendments, if any, will only be released and available electronically through FebBizOpps at http://www.fbo.gov/. The solicitation and related documents will be posted as a request for quotes (RFQ) under number DTFH61-10-Q-00143. This is a Full and Open requirement under NAICS code 334119 with a small business size standard of 1,000 employees. The provisions of FAR 52.212-1 apply. The clause FAR 52.212-4 applies to this acquisition, and will be included in any award resulting from this notice. The clause FAR 52.212-3 Offeror Representations and Certifications-Commercial Items must be completed on-line at https://orca.bpn.gov/. This solicitation document and incorporated provisions and clauses are those in effect in accordance with the FAR through Federal Acquisition Circular 2005-39 effective April 19, 2010: Full text for these FAR provisions and clauses may be accessed at http://www.acquisition.gov/far/. All interested parties should submit their offer in accordance with this solicitation. Federal Highway Administration (FHWA) intends to award a single commercial item firm fixed price contract for the following items/services. The Contractor shall provide detailed specifications and features for proposed products, including a detailed price quote for the requirement. Background: The Federal Outdoor Impact Laboratory (FOIL) is located at the Federal Highway Administration (FHWA)'s Turner-Fairbank Highway Research Center. The FOIL is a state-of-the-art crash test facility designed to run full-scale tests. Through live crash testing high speed cameras are required to analyze vehicle impact and other components of crash test research. Requirement: FHWA's minimum requirements for high speed digital video cameras and accessories (FOB Destination) are as follows: (4) Color high speed digital video camera •· Capable of recording at a minimum of 1000 frames per second •· Minimum resolution of 1280x1024 at 1000 frames per second •· Minimum light sensitivity of 5,000 ISO •· Hi-G rated •· Internal Memory (minimum 2GB) •· Takes F Mount lens (or adaptor to take F Mount lens) •· Carrying cases (hard shell preferred) including space for lens •· All required software for Windows based PC connectivity •· All required hardware for Windows based PC connectivity including as necessary •o Gig Ethernet Cards & Hubs •o Adaptors/Converters •· All cabling to place cameras at long distances (two cameras to be placed at 100ft and two at 250ft) •· Provide onsite or CD based training, and install onsite (& troubleshoot if necessary) the software on a Windows XP (32-bit) desktop with a 3.3Ghz Intel Core Duo CPU, 3GB RAM, Nvidia GE Force 9300 GE graphics card and a 200 GB hard drive (Vendors should specifically indicate if the FHWA desktop needs to be upgraded in any area to run their software - if so FHWA will upgrade themselves prior to the software installation) (2) 24-85mm F2.8 zoom lenses w/ F Mount (2) 18-35mm F3.5 zoom lenses w/ F Mount (4) Tripods (>15lb. Capacity) including geared head & quick release Section 508 : Requirements for accessibility based on Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) are determined to be relevant for the following program need: "Digital Cameras". Section 508 Product Requirements : Technical standards from 36 CFR part 1194 Subpart B have been determined to apply to this acquisition. Solicitation respondents must describe how their proposed Electronic and Information Technology (EIT) deliverables meet at least those technical provisions identified as applicable in the attached Government Product/Service Accessibility Template (GPAT). Functional performance criteria from 36 CFR part 1194 Subpart C have been determined to apply to this acquisition. Solicitation respondents must describe how their proposed Electronic and Information Technology (EIT) deliverables meet at least those functional performance criteria identified as applicable in the attached Government Product/Service Accessibility Template (GPAT). Information, documentation, and support requirements from 36 CFR part 1194 Subpart D have been determined to apply to this acquisition. Solicitation respondents must describe how the information, documentation, and support proposed for Electronic and Information Technology (EIT) deliverables meet at least those information, documentation, and support requirements identified as applicable in the attached Government Product/Service Accessibility Template (GPAT). Section 508 Evaluation Factors. Responses to this solicitation will be evaluated for award and consideration will be given for the degree to which applicable offered products meet 508 requirements. Section 508 Acceptance Criteria. Digital Cameras delivered as a result of this solicitation will be accepted based in part on satisfaction of identified Section 508 requirements for accessibility as documented in the selected awardee's GPAT. Delivery Requirements: Send the high speed digital video cameras and accessories FOB Destination by traceable means with signature receipt by Eduardo Arispe or Chris Story to the following address: Federal Highway Administration Research and Development, Office of Safety, Attention: FOIL, 6300 Georgetown Pike, McLean, VA 22101, within 90 days after contract award. Evaluation Criteria : The evaluation method for award will be the "Best Value" to the Government, using the following evaluation criteria (in descending order of importance): (1) degree to which proposed products meet or exceed the minimum requirements, (2) robustness of features/capabilities of proposed products (including warranties), (3) delivery schedule expressed as number of days after award, (4) degree to which products comply to 508 requirements, and (5) price. Technical and other factors (1) to (4) above, when combined, are more important than price. Quote Instructions: Submit product description, specifications and prices for items listed above. Include a statement that FAR provision at 52.212-3 Offeror Representations and Certifications-Commercial Items has been completed online and is current. Complete and include the GPAT. Provide your organization's Dun and Bradstreet Number (DUNS). Summarize prices in a table format similar to Attachment No.1 titled, "DTFH61-10-Q-00143 Pricing Table." Quotes shall be submitted electronically directly to the Government Contract Specialist listed below. Quotes should include all information necessary to establish that the Government's requirements can be met.
