*** This Sources Sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. *** The intent of this notice is to determine the availability of qualified commercial sources capable of providing Hospital Environmental Services for designated Military Treatment Facilities on Fort Sam Houston and Camp Bullis, TX. Fort Sam Houston (FSH) and Camp Bullis military installations are home to multiple Army Medical Department (AMEDD) tenant units, also referred to as direct reporting units (DRUs). The AMEDD DRUs are comprised of multiple healthcare and healthcare-related facilities and buildings, commonly referred to as Military Treatment Facilities (MTFs). MTFs are medical facilities operated by the military and vary in capabilities in partnership with healthcare providers, medical educators, and medical researchers. The following AMEDD DRUs are located on Fort Sam Houston: San Antonio Military Medical Center-North(SAMMC-N)/Brooke Army Medical Center (BAMC) under the Southern Regional Medical Command SRMC) co-located with the U.S. Army Institute of Surgical Research (USAISR) under the U.S. Army Medical Research and Materiel Command (USAMRMC); U.S. Army Veterinary Command (VETCOM); U.S. Army Dental Command (DENCOM); Warrior Transition Command (WTC), and Army Medical Department Center and School (AMEDD C&S). For this effort, MTFs is a collective term of 54 integrated medical, dental, veterinary, and other medical department healthcare and healthcare-related facilities and buildings located on Fort Sam Houston and Camp Bullis, TX. The raw square feet (RSF) applicable to hospital environmental services are varied for each MTF; as such, the current aggregate raw square feet (RSF) of all MTFs is 1,863,382. The aggregate RSF of all MTFs is projected to increase to approximately 2,800,000 (exclusive of 1.75M parking lot and garages) not later than September 2011 (see SAMMC-N website http://www.sammc.army.mil/ for San Antonio Military BRAC Information Office (SAMBIO) published updates, move bulletins, and information) due to in-progress base closure and realignment (BRAC) construction and renovation projects. The BRAC projects include the integration/ consolidation of Brooke Army Medical Center (BAMC) and Wilford Hall Medical Center (WHMC) into one (1) regional medical center with two integrated campuses known as San Antonio Military Medical Center (SAMMC). BAMC will become the inpatient tertiary care center providing all inpatient care as well as all trauma and emergency medical care and will be referred to as SAMMC North. WHMC will be converted into a large ambulatory care center and will be referred to as SAMMC South. This effort is exclusive of hospital environmental services for SAMMC-S (WHMC). Description of Services: The Contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, management, and supervision (except for those items specified as government-furnished property, supplies, equipment and services) necessary to perform non-personal, hospital environmental services (HES) to MTFs located on Fort Sam Houston and Camp Bullis, TX. HES are inclusive of hospital housekeeping (aseptic and non-aseptic), control and exchange of linen, regulated medical waste (RMW) collection and removal, general waste (trash) collection and removal, recycle collection and removal, document shredding, and exterior building services (e.g., windows, doors, walkways, parking lots) such as window cleaning, outdoor policing, and snow removal. Aseptic housekeeping is distinguished from non-aseptic housekeeping in that the primary work of the former is to maintain total disinfection conditions in designated areas of MTFs. The Contractor shall provide HES consistent with the most modern and scientific methods of environmental service practices and techniques to include the highest level of sanitary procedures. The NAICS Code for this procurement is 561720 and the annual size standard in millions of dollars is $16.5. The agency is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned above. Interested parties shall complete and submit the attached Market Research Questionnaire and Experience Reporting Form to the Government. Based upon the responses received, the Government will determine the set-aside method for the procurement. This is a sources sought announcement and is for information and planning purposes ONLY, and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing a solicitation.
