Description
The Bureau of Reclamation intends to award a contract on a sole-source basis to Beylik Drilling & Pump Service, Inc., 3000 W. MacArthur Blvd Ste 660, Santa Ana, CA 92704-6980, for the supply and installation of safety valves and switches for an irrigation system pump. Fabrication and installation of a new control panel that will control pump starting and stopping and will provide protection against low discharge flow, loss of prelube flow, high voltage, low voltage, phase failure, phase reversal, and motor overload for the pump installed on Waimanalo Well #1 on the island of Oahu, Hawaii. Work will also include fixing bypass valves, flow meters, and switches. Reclamation had an emergency drought assistance contract to install a new pump for Waimanalo Well #1 for use by the Hawaii Department of Agriculture. The pump was installed using an 8(a) contractor, C & C Electrical Contractor, Inc., who subcontracted Beylik Drilling & Pump Service, Inc., to perform the actual pump installation. Because Reclamation, as the customer, could not send any personnel to Hawaii to examine the pump location ahead of time, it was relying on second-hand information from the Hawaii Department of Agriculture regarding contract requirements. As a result, the requirements that this contracting action seeks to satisfy were left out of the original contract. Later, after the pump was installed, a State and Reclamation pump specialist reported that the new pump setup was missing some basic safety valves for running the pump properly. The safety valves are required to ensure pumps shut off in the event they overheat, as personnel cannot be present to monitor them the majority of the time. Additionally, pumps can be destroyed if allowed to overheat. Making the required adjustments to the pump system will void the construction warranty of the original contract if the equipment is not reassembled properly. (Because these adjustments were left out of the original contract, they are not covered under the current warranty.) The current contractor is not interested in performing this additional work, but suggested that the pump subcontractor, Beylik Drilling & Pump Service, Inc., be used to enter into a contract with us to add the additional safety equipment to the pump. By using the same contractor that installed the pump, the original pump warranty will remain intact. Also, this contractor is already aware of the project site and safety equipment needs. This notice is being provided for informational purposes only. The anticipated award date is 05/25/2010.
