Description
The RDECOM Acquisition center is seeking potential sources to provide Operantion and Maintenance services at Rocky Mountain Arsenal, Commerce City, Colorado. The installation was established in 1942, to manufacture chemical weapons, such as mustard gas, white phosphorus and napalm. After World War II, a portion of the facility was leased to private industry including Julius Hyman and Co. and subsequenslty to Shell Chemical Company. Wastes generated during production years at the Arsenal were disposed of using widely accepted practices of the time. Efforts to contain liquid wastes began soon after the discovery that contaminated groundwater had caused crop damage north of the Arsenal in the mid 1950s. The Army and Shell began a systematic investigation into the contamination problems which resulted in the Armys Installation Restoration Program. In the late 1980s, Interim Response Actions (IRAs) were designed and implemented to protect public health, the surrounding community, and the environment from Arsenal contamination. Included in the 14 IRAs was the modification of existing groundwater treatment systems and the construction and operation of new groundwater treatment systems both on and off the site. In 1989, a Federal Facility Agreement for RMA was signed which set forth procedures for remediation. The Off-Post Record of Decision (ROD), was signed Dec. 19, 1995, and the On-Post ROD, signed on June 11, 1996, providing the framework, purpose and overall rationale for the cleanup actions being accomplished at the site. The remedy outlined in the On-Post ROD is nearing completion and the site is transitioning to long-term operations and maintenance of the facilities, landfills, and covers. Work required off-post included construction of the Off-Post Groundwater Intercept and Treatment System (OGITS). Treatment of groundwater at the OGITS is ongoing. The Resource Conservation and Recovery Act (RCRA)-Equivalent Cover systems have been constructed and planted with native vegetation. The cover systems are comprised of the Integrated Cover System (ICS) (which includes the Lime Basins Cover, the Basin A Cover, the South Plants Cover and the Complex (Army) Trenches Cover), Basin F Cover, and the Shell Disposal Trenches Cover. Each of these covers is in a 5-year period of vegetation establishment, the earliest of which (Shell Trenches), will be completed in 2013. The ICS also includes the 2- and 3-foot covers. Once the covers have been determined to be operational and functional (O&F), Part 2 construction completion reports (CCRs) will be written to document the operational and functional determination. Inspections and maintenance are currently being performed as specified in the RCRA-Equivalent, 2-, and 3-Foot Covers Long-Term Care Plan (LTCP). The construction of both the Hazardous Waste Landfill (HWL) and the Enhanced Hazardous Waste Landfill (ELF) is complete. Both facilities are being maintained in accordance with their respective Post-Closure Plans (PCPs). The Contractor shall provide all personnel, equipment, vehicles, tools, supplies, materials, and other items and services necessary to perform all functions required for the Operation and Maintenance of the Army retained facilities and land on the RMA. The work scope includes, but is not limited to, Operation and Maintenance (O&M) of the Water Treatment Plants, Groundwater Wells and Surface Water Sampling and Monitoring, Landfills and Covers Maintenance, Infrastructure and Facilities Maintenance, Regulatory Interface Support, Program Records and Reporting, Land Use Controls Compliance, and Environmental Compliance. Interested parties should respond to this notice by June 2, 2010. A response should include the following information: Name/address of the company, a point of contact within the firm and a summary of the corporate resources that could be allocated to this work along with a short summary of relevant past experience in performing similiar work. Interested parties are caoutioned that the Government does not assume any liability to pay for this information. This markety survey is for information and planning purposes only.
