- THIS CONTRACT ACTION IS BEING OFFERED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA). The Forest Service has a requirement that will utilized funds provided by the American Recovery and Reinvestment Act (ARRA) of 2009; interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required for the successful bidder. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a Solicitation numbered AG-82B1-S-0412, fifteen-(15) calendar days after this Pre-Solicitation Notice, for the road re-conditioning and aggregate surfacing placement on 3.91 miles of Forest Road#317. If the Solicitation is released, it will be released through the FedBizOpps website, and prospective bidders should visit this site from time to time to obtain the copy of the Solicitation. All future information about this Acquisition will be distributed solely through this website. This notice meets the requirements of FAR 5.201; however, the Forest Service reserves the right not to release a Solicitation. PROJECT LOCATION: The project work area is approximately one-(1) mile south of Lowell, ID in the Selway Road #223. The project will start at the intersection of Selway Road #223, and Road #317. T32N, R7#, Sec 9. The precise details of performing the work are not stipulated except as considered essential for the successful completion of the work. The Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work in accordance to the contract. PRE-BID/SITE VISIT: There is no pre-bid/site visit scheduled for this project. However, Offeror(s) are encourage to visit the work site & review the Federal Acquisition Regulation (FAR) 52.236-3, "Site Investigation & Condition Affecting the Work (APR 1984)". Failure to ascertain the nature, location & conditions which affect the work will not relieve the Offeror the responsibility for successfully performing the work without additional expense to the Government. GOVERNMENT COST ESTIMATE: $250,000 - $500,000 All responsible sources may submit a bid which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) data base prior to award of the contract. Lack of registration in the CCR on the part of the Offeror will render an Offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling (888) 227-2423 or via the Internet at hhtp://ww.ccr.gov//. THE SOLICITATION PACKAGE, SPECIFICATIONS AND DRAWINGS WILL BE POSTED ON OR ABOUT FIFTEEN-(15) CALENDAR DAYS AFTER THIS POSTING.... PLEASE DO NOT CALL THE FOREST SERVICE OFFICE REGARDING THIS NOTICE.
