- This is a Pre-Solicitation Notice to notify firms within the industry that the United States Government plans to solicit for a combined Firm Fixed Price/Indefinite Delivery Indefinite Quantity (IDIQ) contract for the following services: The removal and disposal of residual fuel, sludge, debris, and water from the inactive 11 KM pipeline systems, components, and 14 storage tanks (2.4 MG) used to store F-44 (JP-5) and F-76 (DFM), at the NATO Depot in S. Elia-Cagliari, Sardinia, Italy. The services will be in accordance with all Italian Local, Regional, and National Laws and Regulations, and other requirements including but not limited to safety, environmental, fire protection, customs, tank cleaning, and disposal of materials. The work to be acquired falls under the North American Industry Classification System (NAICS) Code 541330 (Environmental Services/Engineering Technical). Offerors must have SOA OG-6 and OG-12 certification documentation; ISO 14001/96 certification documentation; and documentation of testing laboratories (SINAL accreditation) for at least 80 percent of the parameters to be tested for waste classification purposes. The Firm Fixed Price portion of the proposed contract will include the primary services listed above with an anticipated period of performance of 365 calendar days. The IDIQ portion will include pre-priced Exhibit Line Item Numbers (ELINS) for estimated additional pipeline pigging, liquid waste and sludge waste removal/disposal. The ordering period for the IDIQ portion is 365 calendar days from date of award. It is anticipated to award the contract in European Currency (Euro). The Request for Proposal (RFP) and all solicitation documents are expected to be posted on or about 1 June 2010 to the Navy Electronic Commerce Online (EuroNECO) website at https://euro.neco.navy.mil. Firms interested in proposing must register on the EuroNECO website in order to obtain the solicitation documents. Hard copies of the solicitation will not be provided. Note: Contractors must check the "NAVFAC Vendor" Box When Registering in EuroNECO to be notified of NAVFAC business opportunities. It is the responsibility of the proposer to check the website daily for any updates/amendments. The solicitation will also be posted on the FedBizOps website www.fbo.gov. All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) www.ccr.gov prior to award of any United States of America Department of Defense contract. In order to register in the CCR, proposers must have a Dun and Bradstreet (DUNS) Number. http://fedgov.dnb.com/webform and a Commercial and Governmental Entity (CAGE) Code (U.S. firms) or a NATO Commercial and Governmental Entity (NCAGE) code (non-U.S. firms). http://www.dlis.dla.mil/Forms/Form_AC135.asp.
