Description
Description of Work The work consists in installing Electrical and Water Meter at Muñiz ANG Base to buildings #1, #3, #11, #12, #16, #19, #80, #103 and #104 including labor, equipment, appliances, materials and performing all operations in strict accordance with the specifications and the applicable drawings, and subject to the terms and conditions of the contract. The following is a list of the principal features of the project as described in the specifications, shown, noted or implied upon in the accompanying drawings, showing the general characteristics and extent of the work. Parts not specifically detailed shall be constructed in a manner and spirit conforming to the class of work required for the whole project following the best engineering practices. The design of this project implements the criteria contained in: Unified Facilities guide Specifications (UFGS 01-74-19) Building Structures 1, 3, 11, 12, 16, 19, 80, 103, 104 All quantities and measurements herein are approximations based on the good faith of the government. Contractor must conduct a site visit and take his own field data to rely on for submitting his proposal. Contractor will be responsible for requesting and obtaining all required permits as per Federal and State regulations. Install to all building a metering system that can measure, record and transmit data in a variety of industry standard formats. The metering system shall have the capabilities for on site data storage and transmission of this data to an existing central on base data storage site and or to MAJCOM and Air Staff. Existing EMCS is automated logic (BACNET) protocol. Electric Power meter shall measure and report the following quantities:The meter must be measure the Kilowatt-hours ("kWh" in Metering Systems Schedule) of consumption in an accumulative way. The kilowatts of demand ("kW" in Metering Systems Schedule) peak average must be measure over a selectable demand interval between 5 and 60 minutes (typically 15 minutes). The reactive power ("kVAR" in Metering Systems Schedule) and also Power factor ("PF" in Metering Systems Schedule) must be measured over the same interval as the peak kW reading. The total harmonic distortion should be present. The interval recording (in kilowatt-hours) shall be recorded for each 15 minute interval and shall accumulate for 45 days. The meter shall provide time-stamped readings for every measured parameter. The meter installed must produce readings that shall be true RMS, and capable of near real time voltage and amps readings for all phases. The system must be capable to logging all data in intervals of 15 minutes. Meter Programming: Power meter shall be programmable by software supplied by the meter manufacturer. The software shall have a user-friendly, Windows-compatible interface and also operate on Windows operating systems. The software shall allow the user to configure the meter, troubleshoot meter, query and display meter parameters and configuration data and stored values. Meters firmware shall be upgradeable through one of the communications ports without removing the unit from service. The estimated cost this project is between $25,000 to $100,000. Solicitation should be available on or about 26 May 2010. whit opening date 25 June 2010 11:00 AM. A pre-bid meeting or site visit is schedule for 17 June 2010 10:00 AM
