Description
This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified Vendors. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a GSA competitive award is possible. If your company posses the requested services and equipment identified in this Notice submit a capability statement for consideration. Interested parties are expected to review this Notice to familiarize themselves with the requirements of this project. A determination by the Government not to make a competitive award to a GSA Schedule vendor based upon the responses to this Notice is solely within the discretion of the Government. Background : The Security and Counterintelligence Office's Physical Security Branch requires the purchase and installation of five (5) Pedestrian Screening Systems (PSS) and 12 turnstiles equipped with physical barriers. One PSS will be employed at each of the breezeway doors on floors B-1 through 4 of the Defense Threat Reduction Center (DTRC) located at 8725 John J. Kingman Road, Fort Belvoir, VA 22060. The 12 turnstiles will replace the current turnstiles employed in the lobby of the DTRC. Currently, access control at the DTRC's unmanned access points are controlled by a card reader at the breezeway doors. There are two major vulnerabilities associated with this procedure. First, this configuration allows piggybacking (multiple personnel entering on the authorization of a single individual) of personnel through the access point. This situation can be exploited by personnel that are not authorized access to the facility. Second, due to the pressure difference between the DTRC and the Defense Logistics Agency (DLA) facilities the breezeway doors do not always close completely. This situation could allow unauthorized personnel access to the DTRC. The turnstiles currently employed in the lobby of the DTRC lack physical barriers and an individual could gain access to the DTRC by running through the open space before the posted officer could react. The procurement and installation of the PSS and turnstiles will greatly enhance access control through the manned and unmanned access points of the DTRC by eliminating the vulnerabilities identified above. Purpose and Objectives : The objective of this project is to eliminate two major vulnerabilities at the unmanned access points and the vulnerability in the lobby of the DTRC. Project Requirements : The following provides a list of Tasks that DTRA seeks to obtain. 1.0 Task 1- Pedestrian Screening System (PSS) Installation and Initial Warranty 1.1 The contractor shall provide and install five (5) PSS in the breezeway areas by the exit doors on the B-1 level, 1st, 2nd, 3rd and 4th floors. 1.2 The contractor shall provide and install clear channeling walls to direct traffic from two outside doors through the portal on the B1 level. 1.3 The equipment and installation shall be in compliance with all federal, state and local fire, electrical, and safety codes. 1.4 The PSSshall be in compliance withall Americans with Disabilities Act Regulations. 1.5 The installed systems shall be compatible withthe Diamond II Access Control System currently installed in the DTRC. 1.6 The contractor shall provide select Defense Threat Reduction Agency (DTRA) personnel training on the operation and maintenance of the installed systems. 1.7 The systems shall have battery back-up power. 1.8 The contractor shall provide all required glazing and framing to satisfy the full barrier protection concept where required. 1.9 The provided systems shall have a minimum of a one year warranty on parts and operation. 1.10 The systems shall be configured for carding in and out of the DTRC. 1.11 The provided PSS shall have automatic volumetric control screening capability. 2.0 Task 2- Maintenance for the PSS 2.1 The contractor shall provide an extended Two-year Warranty on the installed PSS under Task 1. 3.0 Task 3- Turnstile Installation and Initial Warranty 3.1 The contractor shall remove and replace the twelve (12) turnstiles currently in the lobby of the DTRC at 8725 John J. Kingman Road, Fort Belvoir, VA 22060 with twelve (12) turnstiles physical barriers. 3.2 The replacement turnstiles pedestals must occupy the same 8.25" wide foot print as the current turnstiles. The turnstiles must have swinging barrier arms, not a rotating turnstile. 3.3 The equipment and installation shall be in compliance with all federal, state and local fire, electrical, and safety codes. 3.4 The turnstiles shall be in compliance with all Americans with Disabilities Act Regulations. 3.5 The installed systems shall be compatible with the Diamond II Access Control System currently installed in the DTRC. 3.6 The contractor shall provide select Defense Threat Reduction Agency personnel training on the operation and maintenance of the installed turnstiles. 3.7 The systems shall have battery back-up power. 3.8 The turnstiles shall be configured for carding in and out of the DTRC. 3.9 The provided systems shall have a minimum of a one year warranty on parts and operation. 3.10 The place of performance will be in the lobby of the DTRC. 4.0 Task 4- Optional Maintenance for Turnstiles 4.1 The contractor shall provide an extended Two-year Warranty on the turnstiles installed under Task 3. Capabilities : Interested parties should submit a tailored Capability Statement that demonstrates a clear understanding of all tasks specified in the Project Requirements section of this notice. Responses : Offerors possessing the requested capabilities to perform the Tasks stated are invited to provide information to contribute to this market survey/sources sought. Interested offerors should address within their electronic responses the following: 1. Company name, address, point of contact, telephone number, email address, GSA Contract number (if applicable), business size and small business status such as disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Service Disabled Veteran Owned. 2. Current Security Service and equipment related contracts. 3. Ideas/recommendations for an acquisition strategy to satisfy the stated requirements (e.g. 8(a) set aside, GSA Schedule Award, Full and Open Competition). Responses shall not exceed ten (10) pages single sided pages including attachments, charts, etc. (single spaced, 12 point font minimum) that clearly details the firm's ability to perform the aspects of this notice. The e-mail subject line must specify DTRA Enhanced Access Control. Facsimile responses will not be accepted. All submissions are due no later than 3:00PM (Eastern Standard Time) on May 21, 2010.
