History: Previously purchased 20 each from Twigg Corporation oncontract 04M0100 on 22 Mar 04. 10. Description/Function: This item is used to house Stage 1 LPTstator. 11. Dimensions: Approximately 39.5 inches in length, 39.5 inches inwidth and.85 inches in height and 4.8 lbs in weight. 12. Material: Metal Alloy 13. Qualified Sources: General Electric (Cage Code: 07482),Electro-Methods (Cage Code: 33617), Twigg Corporation (Cage Code:50595). 14. Qualification requirements are applicable. 15. Authority: 10U.S.C. 2304(c) (1), Justification: supplies (or Services) required areavailable from only or a limited number of responsible sources(s) and noother type of supplies or services will satisfy agency requirements.The proposed contract action is for supplies and services for which theGovernment intends to solicit and negotiate with only one, or a limitednumber of sources under the authority of FAR 6.302. The solicitationwill identify the office where additional information can be obtainedconcerning qualifications requirements as cited in each individualsolicitation. Note: An Ombudsman has been appointed to hear concernsfrom offerors or potential offerors during the proposal developmentphase of this acquisition. The purpose of the Ombudsman is not todiminish the authority of the program director or contracting officer,but to communicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Information received will normally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement. Award will be made only if the offeror, the product/service, or themanufacture meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation. Itis suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s) listed. Specifications,plans, or drawings relating to the procurement described are incompleteor not available and cannot be furnished by the Government. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. New/Unused surplus TF39 engine parts shall be considered for procurementby the USAF only if they meet the following requirements: 1) Parts arenew and unused, 2) Parts shall be in the original unopened packagedlabeled with the original contract number. 3) The original manufacturemust be an approved source at the time of manufacture, and 4) Theoffering vendor must show when and where the parts were obtained assurplus. 19. UID: If unit price exceeds $5,000.00 then UID requirements willapply. 20. This procurement is not a total Small Business Set Aside
