- Work includes dredging approximately 5 million cubic yards of material from Bar Cut-3, Entrance Channel, and Turning Basin. Approximately 2 million cubic yards of excavated material will be placed in the Jacksonville Ocean Dredged Material Disposal Site (ODMDS) located approximately 5 miles southeast of Bar Cut-3. The remainder of the excavated material will be placed in the Fernandina ODMDS located approximately 10 miles north-northeast of Bar Cut-3. Required depths for the project range from 50-feet MLLW to 52-feet MLLW. There is a 2-foot allowable overdepth applied to all dredging areas. There are several environmental conditions and/or restrictions imposed that may affect the construction of this project and offerors are encouraged to thoroughly review these conditions as provided in the contract documents prior to submitting their proposal. Proposal Requirements: Award will be made to the Offeror whose proposal represents the best value to the Government. Proposals will be evaluated based on technical merit, past performance, small business utilization and price. Magnitude of construction is between $25,000,000.00 and $100,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. COAST GUARD CERTIFICATION OF VESSELS IS REQUIRED IN ACCORDANCE WITH THE SEAGOING BARGE ACT. ALL RESPONSIBLE BIDDERS ARE ENCOURAGED TO PARTICIPATE. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. The solicitation will be issued on or about 14 June 2010 with bids due on or about 29 July 2010. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the Federal Business Opportunities website at http://www.fedbizopps.gov/.
