Description
The announcement is a sources sought notice only. No solicitation exists at this time. The Savannah District, U.S. Army Corps of Engineers is seeking information regarding the capability and availability of qualified small business contractors to provide planning, environmental, and engineering (hydrology, hydraulics, and geotechnical) services as it relates to the execution of Savannah District's Civil Works Program. It is the intent of the Government to select a minimum of one and a maximum of two firms for a multidiscipline Indefinite Delivery Contracts (IDC). The IDC will be for one basic ordering period and four option periods not to exceed five years, with a total contract limit of $10,000,000. Work will be issued by negotiated firm-fixed price task orders. The North American Industry Classification System (NAICS) is 541620; size standard $7M. PROJECT INFORMATION: This is a Performance Based Scope of Work for Planning, Environmental and Engineering (hydrology, hydraulics, and geotechnical) Services to provide complete services relating to the execution of Savannah District's Civil Works Program especially services related to the Planning function of that program. Services provided shall include preparation of such documents as Project Plans, Reconnaissance Studies, Feasibility Studies, or parts of same (Plan Formulation, Economics, Engineering, Environmental, etc,). Engineering services to be performed under this contract include preparing reports on hydrologic and hydraulic modeling in support of water control management, flood control, dam safety, environmental restoration activities, navigation dredging projects and coastal engineering studies. Work may include hydraulic modeling of tidally influenced drainage systems, rainfall-runoff modeling, reservoir systems modeling and supporting programming, dam safety analyses such as dam-break flood routing and mapping, collection of gage data, including installation of short-term stream or tide-gages, preparation of dredging plans and specifications, storm surge height and frequency studies, beach renourishment and sediment transport analyses. Also provides a complete array of environmental compliance services in support of Savannah District's Civil Works, Regulatory, Military Programs (Military Construction and direct reimbursable support to the military installations in Savannah District's area of responsibility) and the International and Interagency Services Program (Federal agencies outside of Department of Defense). Environmental compliance services shall include such work as preparation of National Environmental Policy Act (NEPA) documentation, a full array of cultural resources services including studies of terrestrial and submerged resources, wetland delineation and mitigation plans, natural resources management support (endangered species survey's, etc.), and other types of surveys. The services required by this contract will be provided for the customers of the U.S. Army Corps of Engineers, South Atlantic Division, and the Southeastern Regional Environmental Office of the Installation Management Agency (SERO). This includes the states of Georgia, South Caroline, North Caroline, Florida, Alabama, Tennessee, Mississippi, Kentucky and the territories of Puerto Rico, and the Virgin Islands. However, work can be awarded for projects outside of the SERO geographical boundary in order to align with the geographical area of responsibility of a customer. While the SERO establishes the primary area of responsibility for this contract, it is not limited to only Army customers. The contractor shall perform the work specifically identified in task orders when and as ordered in writing by the Contracting Officer (CO) during the period of the contract. In performing services that are ordered, the contractor shall provide all the necessary personnel, facilities, material, equipment, and supervision to assure a complete and quality product. SUBMISSION REQUIREMENT: Interested parties are to provide the firm's capabilities on no more than three pages and should include firms name, address, phone number, email and point of contact; capability to perform and demonstrated capability to handle multiple teams simultaneously; and business size to include small business designation.
