- The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition. The TAC intends to award a sole source Firm-Fixed-Priced contract to Management Support Technology (MSTI), Inc., 9990 Fairfax Boulevard Suite 300, Fairfax, VA 22030 for support services for the Enterprise Support Solution (ESS) program for the Office of Information and Technology (OI&T), Enterprise Infrastructure Engineering (EIE), the office of Support Services. MSTI will provide maintenance and support of VA Information Technology (IT) Service Management (ITSM) tools and technologies. MSTI will ensure that industry standards and best practices are applied, and focus on Continual Service Improvement (CSI) in the delivery of products and services and in the execution of supporting ESS processes and procedures. MSTI provide all resources necessary to maintain and support the ESS program and system, enabling Support Services to achieve key mission objectives with regard to provisioning high-quality IT service delivery, service support and related responsibilities at the enterprise level in VA. Enterprise-class ITSM tools and technologies resident in the ESS system are used nationally by IT service providers (including the VA Service Desk) and customers to facilitate the delivery of IT service and support 24x7. The North American Industrial Classification (NAICS) for this effort is 541511. The anticipated dollar value of the proposed Firm-Fixed-Price acquisition is $3,503,000 for a nine month base period of performance. Pursuant to authority 41 U.S.C. 253 (c) (5), 38 U.S.C. 8127(c), and Veterans Affairs Acquisition Regulations (VAAR) 819.7007, Service-disabled veteran-owned small business set-a-side procedures, the Contracting Officer can award contracts on a sole source basis to a Service Disabled Veteran Owned Small Business( SDVOSB) if the Contracting Officer has a reasonable expectation that the contractor is a responsible source and contract award can be made at a fair and reasonable price that offers best value to the Government.
