- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER BLANKET PURCHASE AGREEMENT (BPA)DOLQ091A20943. The funds are targeted to support technical assistance efforts and expansion of the use of social media. The improvements to the Workforce3One platform would provide virtual targeted trainings and technical assistance to the public workforce system regarding workforce strategies to support the economic recovery and implementation of ARRA, including Webinars and the expansion of online communities of workforce development professionals. These virtual communities will help engage the workforce system in sharing best practices and information, and collecting and hearing reactions on policy ideas. FAR Subpart 16.6 indicates that a labor hour/time and materials contract is only appropriate when “it is not possible at the time of placing the contract to estimate the extent or duration of the work, or to anticipate costs with any reasonable degree of confidence.” At the time of award, neither the Program Office nor the Contracting officer can determine the amount of support required with any reasonable degree of confidence.
