Sources sought for Accelerated Grease Liquefaction and Digestion/Cleaning Grease Traps Sources Sought Accelerated Grease Liquefaction and Digestion/Cleaning Grease Traps Scott Air Force Base, IL This request is for information only. This is not a request for proposal and there is no solicitation package available at this time. The United States Air Force, 375 Contracting Squadron (LGCB) is seeking sources for the cleaning of grease traps. Scott Air Force Base is conducting market research to determine the availability of businesses capable of providing grease traps cleaning services to the building located on Scott Air Force Base. 1) Company name, Point of Contact, email address, Telephone and Fax numbers, and Type and Business Size (i.e. SDVOSB) Description of Services The work consists of furnishing all labor, materials and equipment necessary to accomplish the following; Contractor shall furnish all labor, transportation, materials and equipment to clean and remove grease, fats and oils in various building located at Scott Air Force Base. This is to be accomplished by physically cleaning grease traps and by removing solid and semi-solid grease from all traps. Contractor shall aid in maintaining traps by injecting digestive organic deposits of live microorganisms into grease trap, sink drainage lines and floor drains. All enzyme injection will be accomplished inside the facilities. Work is to be accomplished in accordance with state and federal pollution laws and certified safe for USDA food preparation areas Work will be accomplished on a monthly basis for all facilities listed on as as needed basis, not to exceed the estimated annual quantity during the contact period. All grease traps shall be thoroughly cleaned and pumped, removing all grease, fats and oil during the last month of the contract period. Performance Requirements The contractor shall provide products and services for the applying of nontoxic non-pathogenic microorganisms of bacterial containing a minimum of an 8 strain blend micro-organism harmless to aquatic life and encapsulate with a a Polysaccharide in sufficient quantities to eliminate buildup of grease deposits consisting of a minimum of three strains of Bacillus Subtilis, which would be responsible for degradation of starch and protein, two bacteria strains for animal fats, for vegetable oils and hydrocarbon reduction, one bacteria strain for detergent degradation and two bacteria strains with the capabilities of cellulose and sulfide reduction must be identified. The contractor shall furnish and install a Peristaltic Pump, reservoir, and metering system with time-release capabilities to discharge bacterial formulations into pots and pans sink drain trap located in the main kitchen of each facility. The contractor upon initial installation of the Peristaltic Pump, will hand inoculate all floor and sink drain areas located within the kitchen areas and the grease trap located outside. The contractor shall monitor bacterial discharge rates at least monthly or as required to maintain continuous chemical injection and to hand inoculate all floors and sink drains located within the kitchen area and grease trap located outside the building. The contactor shall clean and/or pump grease traps and remove all solid and semi-solid grease from the grease traps on a monthly basis. All grease traps shall be thoroughly cleaned and pumped, removing all grease fats, and oil during the last month of the contract period. Inspection Control: The government may perform inspection control checks on the contractor performance. The Contracting Officer or his designated representative will provide visual inspection of the grease trap area and provide documentation of grease build-up within this area prior to contractor start-up. In the event a spill occurs while the contractor is transporting, storing, recycling or disposing of Scott AFB contaminated fluids, the contractor will pay all costs and expenses of cleanup of that spill. Contractor shall notify the Utilities Shop 48 hours prior to monthly service. Government personnel shall accompany contractor at Government's discretion to observe service. Contractor will make arrangements with the Utility Section to have a representative from the base observe this work. Prior to service, contractor shall obtain approval from 375 Civil Engineering Squadron (CES) Utilities section. Code Requirements and Regulations The contractor shall comply with the most stringent requirements of all applicable federal and state regulations. The contractor shall comply with all provisions of the Occupational Safety and Health Act (OSHA) and the Corps of Engineers Manual, EM 385-1-1, entitled "General Safety Requirements". The contractor shall conform to all Air Force regulations and directive pertaining to security, safety, fire, traffic and personnel clearance in so far as they pertain to the contractor's activities while on safety and fire prevention regulations. Contract Type 375 Contracting Squadron is anticipating a performance based, firm fixed price contract The duration of the contract would be one (1) year. Set Aside Consideration This acquisition is being considered for a Service-Disabled Veteran -Owned SB (SDVOSB) set-aside. If your firm is SDVOSB and intends to propose on this acquisition, you must provide the following information to the Contracting Officer (CO) NLT 28 May 2010. • Company name, Point of Contact, E-mail address, Telephone and Fax numbers, and Type and Business Size (i.e. HUBZone, 8(a), SDVOSB • A list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include Names, Points of Contact, Phone numbers, Value and Type of Contract, period of performance, and brief description of contract requirements. Should fewer than two responsible SDVOSB contractors respond to this synopsis, the solicitation will be issued as 100% Small Business Set Aside.
