- The Fleet and Industrial Supply Center, San Diego intends to award a Sole Source Firm Fixed Price contract to Newport Corporation/New Focus Office. The Naval Postgraduate School (NPS) has a requirement for a New Focus 45-GHz InGaAs Photodetector (FC Connectorized) Model 1014. The photodetector will be used to detect and convert the optical signal to an electrical signal as part of the ongoing research project of using photonics approach in the implementation of an Analog-to-Digital Converter. The photodetector must have sufficiently high bandwidth (<40GHz) to accurately detect and convert the optical signal from interferometer. It must be able to detect inputs operating at a wavelength of 1550nm, which is the operating wavelength of the Disturbed Feedback Laser. It must have a low rise time (<10ps). The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitation N00244-10-T-0235 will be posted to www.neco.navy.mil on 4 May 2010. The solicitation document will incorporate provisions and clauses in effect through FAC 2005-38 effective February 1, 2010 and DFARS Change Notice 20100224. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
