- The Defense Threat Reduction Agency (DTRA) is releasing a pre-solicitation notice for the Research and Development (RD) Enterprise Advisory & Assistance Services (A&AS) requirement. DTRA plans to release a Request for Proposal (RFP) not earlier than 15 days from the posting of this notice. This acquisition will be a full and open, best value competition conducted in accordance with Federal Acquisition Regulation Part 15. The objective of this requirement is to acquire advisory and assistance services (A&AS) for the Defense Threat Reduction Agency (DTRA) in support of the Research and Development Enterprise (RD). This acquisition requires dedicated and unbiased A&AS support to act as a "trusted agent" for the Agency both internally and externally in the course of daily execution of specified and implied missions. This requires close coordination within RD to effectively execute its programs, as well as across the Agency's Enterprises. RD is the DTRA focal point for research and development (R&D) relevant to the mission of combating Weapons of Mass Destruction (WMD). Following guidance and operational concepts of senior Department of Defense (DoD) officials, RD provides expertise across the full range of Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) WMD technologies to encompass detection, identification, attribution, characterization, denial, disruption, defeat, protection, and consequence assessment and management in support of military and civilian operations. RD activities range from basic research through the development and integration of technologies into Advanced Technology Demonstrations (ATDs), Joint Capabilities Technology Demonstrations (JCTDs), Service support, and international collaborative efforts. This may include rapid development and demonstration of specialized WMD threat reduction capabilities and consideration of end to end support. It also includes directing and managing the science and technology component of DoD Chemical and Biological Defense Program (CBDP).
