- The Fleet & Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office, Philadelphia, PA intends to solicit this requirement as a 100% Small Business Set-aside. This acquisition will be for a variety of promotional supply items in support of Naval Personal Command (NPC), NADAP - Personal Readiness programs, Millington TN. Specific promotional supply items will be primarily utilized in NPC programs and campaigns with a primary focus on youth programs. Although, the overarching goal of NADAP programs are designed to impact a youth through adult audience with various reinforcement messages centered around Drug & Alcohol abuse prevention and education. It should be noted that detailed specifications will be provided with a focus on items and devices which are safe for a youth audience. It is expected that are quoters will meet or exceed these standards. It is anticipated the Navy will solicit for a commercial item FFP IDIQ contract with a period of performance to run from date of award through 30 September 2010 and four (4), twelve (12) month options periods Interested vendors will be requested to submit price and technical proposals. The evaluation for contract award will consider technical factors more important than price. The applicable NAICS Code for this requirement is 541890 with a size standard of $7M annually. Prospective offerors will be able to obtain a copy of the solicitation once it is posted at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil). Prospective offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. In addition, offerors are required to go-online to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal. NUMBERED NOTE 1. The proposed contract is 100% set aside for small business concerns.
