Description
The Defense Energy Support Center intends to procure on a Full and Open competition basis, the delivery of Gaseous Argon, Type I, Grade A, 99.998% purity, in accordance with MIL-PRF-27415B, dated 8 February 2007, NSN 9135-00-882-1793. The requirement will support multiple customer locations throughout the Eastern and Western Regions of the Continental United States (CONUS), Foreign Military Sales (FMS), and some military installations outside of the Continental United States (OCONUS) [to be shipped from points of debarkation within the East and West regions]. Additionally, the requirement also includes the maintenance, recertification, and storage of Government-owned cylinders and related equipment. The estimated five-year product and shipment requirements by region are 3,530 cylinders (size 578 CF) (706 cylinders each period) for the Eastern Region; 2,645 cylinders (size 578 CF) (529 cylinders each period) for the Western Region; and 45 cylinders (size 255 CF) (9 cylinders each period) for the Eastern Region. The product will be delivered F.o.b. Origin into Government-owned 578 CF and 255 CF cylinders. Award will be made to the offeror determined to be the best value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The Government intends to award up to two (one for each region) Firm Fixed-Price Requirements contracts using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The solicitation will be issued on or about 28 May 2010. A hard copy of the solicitation may be requested; however, only written or emailed requests for the solicitation received directly from the requestor are acceptable.
