DISCLAIMER - This combined Synopsis/Solicitation was preceded by two Sources Sought Notifications for Linguist/Interpreter Support Services posted on FedBizOpps on 24 November 2009 and 15 March 2010. (end disclaimer) This is a combined Synopsis/Solicitation. This is a formal Request for Proposal (RFP). USSOCOM is seeking proposals from sources that can provide foreign language interpretation, transcription, reporting, and translation services (NAICS Code 541930) in support of various units and troops for USSOCOM. This will be solicited and awarded on a Full and Open Competition basis. Attached to this Synopsis/Solicitation Notice is all applicable documents via an Explicit Access request, with the exception of the Task Order 1 Statement of Work and the Transition Schedule (which are CLASSIFIED). To gain Explicit Access to this information, Contractor Personnel must be categorized within FBO with the proper NAICS Code for this requirement. This precaution has been established to limit the dissemination of sensitive unclassified information. To gain access to all of the explicit access documents (with the exception of the CLASSIFIED documents), please request via this FBO posting. To gain Restricted Access to the CLASSIFIED documents, interested vendors may do one of two things; 1. Request Restricted Access (CLASSIFIED) documents be mailed to vendor facility: a. Contractor Personnel must be approved by DSS (and confirmed by USSOCOM) to store CLASSIFIED material up to the SECRET Level. All interested vendors shall submit DSS documentation that approves the storage of CLASSIFIED material (to include ship-to address)and the individual(s) requesting such material shall have current/valid Security Clearances (documentation needs to be provided as well). Providing complete packages/copies of all documentation is required. Incomplete packages, pending, or in-process documentation/clearances will NOT be accepted in part or full. ALL interested Offerors shall have this in place prior to requesting the documents be mailed to their facility. Under no circumstance will interested Prime Contractor Offerors be able to utilize a potential Sub-Contractor's Classified Storage capability as a means to circumvent this requirement if awarded the Contract. Upon successful confirmation of clearances and storage capability, USSOCOM will mail all CLASSIFIED documents to the approved physical ship-to address location of the interested vendor. 2. Schedule a visit to an established U.S. Government (USG) Facility ‘Reading Room': a. This method has been established to allow vendors who currently do NOT have storage capability, to be able to view the CLASSIFIED documents. This does NOT waive the requirement for the potential awardee to have the appropriate storage capability up to the SECRET level. The ultimate awardee must have storage capability approval up to the SECRET level prior to contract award. b. The following locations are available for offerors to come and view the classified documents; i. Ft. Belvoir, VA ii. Ft. Bragg, NC iii. MacDill AFB, FL c. To schedule a viewing at one of the USG facilities please contact the Contract Specialist and the Contracting Officer via email to request a date/time to view the documents. A minimum of 48 hours notice is required for any viewing request. i. Personnel Information required for an individual to schedule a ‘Reading Room' visit is: 1. Current/valid Security Clearance to the SECRET level a. Copies of documentation, if available. 2. Name 3. Social Security Number 4. Date of Birth 5. Phone Number 6. Supervisor Contact Information 7. Security Manager Contact Information USSOCOM will not provide any sponsorship for Security Clearances to enable access to the CLASSIFIED portion of this requirement. A prerequisite to this requirement is that all interested vendors that wish to propose for the Prime Contractor role shall have DSS approved Facility Security Clearance (FCL) and individual Security Clearances. It is desired that the interested vendor already have DSS approved storage capability, as stated before, if the offeror is awarded the contract, they must have DSS approved storage capability in place prior to award of the contract. All Offeror's are required to submit their proposals by 4:00 p.m. EST 15 June 2010 IAW the location identified in the RFP. Failure to do so will result in disqualification from award. The Past Performance Volume is required to be submitted prior to the rest of the Proposal. Past Performance is due by 4:00 p.m. EST 28 May 2010 IAW the location identified in the RFP. Failure to do so will result in disqualification from award. The Industry Day has been RE-scheduled for Friday, 21 May 2010 from 1:30 -4:30 p.m. The Industry Day will be held in Tampa, FL at: Mitre Corporation 4830 West Kennedy Boulevard Suite 790 Tampa, FL 33609-2585 Attendance will ONLY be granted upon confirmation by USSOCOM that the interested vendor has the prerequisite Security Clearance(s). Due to the size of the facility, no more than two (2) people from each Offeror are allowed to attend. The Government reserves the right at any time prior to the Industry Day to further limit the number of individuals to attend industry day from two (2) to one (1) given capacity issues. A confirmed attendee list will be on hand, all non-confirmed companies will be denied entry. Companies interested in attending are REQUIRED to have ALL of their personnel information submitted to the Contract Specialist by 4:00 p.m. EST Monday, 17 May 2010 via email. Personnel Information required for an individual to attend Industry Day is: 1. Current/valid Security Clearance to the SECRET level a. Copies of documentation, if available. 2. Name 3. Social Security Number 4. Date of Birth 5. Phone Number 6. Supervisor Contact Information 7. Security Manager Contact Information **Requests for additional information regarding this requirement must be emailed (in writing) and submitted to the Contract Specialist and the Contracting Officer. Oral requests (e.g. phone call) for information will be re-directed to provide email correspondence, for documentation purposes.**
