Description
Amendment 01 This RFP seeks Offerors who can provide core services, such as biorepository operations, sample processing, and molecular processing and analysis. The caHUB is seeking to establish a centralized biospecimen collection and processing model (caHUB core operations) to ensure that process variables are minimized until their effects on the results of molecular analyses become well understood. This centralization specifically means that operations to process the biospecimens procured by the caHUB will occur at specialized core facilities with the majority of the processing and management channeled to the CBR. As much as possible, standardized protocols approved by the caHUB PMT will be utilized throughout the process to control variability and enhance comparability of samples across time and site of collection. This control and minimization of variability will target the processes of biospecimen collection; receipt; logistical and physical management; processing into analytes (the molecular extracts from tissue such as DNA and RNA); the subdivision of tissue; blood fractionation; molecular, clinical, and histological characterization and annotation of the specimens; and distribution of tissue or analytes to caHUB customers with rigorous QC of all intermediate and final processes and products along the workflow. To meet the caHUB's goals, SAIC-F will award one or more Basic Ordering Agreements to organizations capable of performing functions required for the CBR. Tissues and data procured for caHUB under a separate subcontract will be delivered to the CBR for centralized processing, quality control, diagnostic verification, processing into molecular analytes, storage, other relevant processes, and distribution for qualified research and development. The specifications and guidelines for this body of work will be finalized in negotiations with the successful Offeror. ALL OFFERS MUST BE RECEIVED BY 2 P.M. (EDT) ON JUNE 17, 2010. Through an advanced network of tissue acquisition, biorepository operations, pathology review, and bioinformatics capabilities, caHUB will develop the high quality, clinically annotated biospecimens that are essential resources to accelerate the development of molecular-based diagnostics and therapeutics for personalized medicine.
