- PRE-SOLICITATION NOTICE *This project is funded by the American Recovery and Reinvestment Act (ARRA) of 2009, Public Law 111-5* Description: The Department of Veterans Affairs, National Energy Business Center (VA-NEBC), 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131 anticipates soliciting offers and subsequently awarding a contract to provide the construction services for chiller and cooling tower replacement for the Washington DC VA Medical Center. The contractor shall furnish all labor, design, materials, supplies, construction, and travel, to perform work under this project. The work performed will be at Washington DC Department of Veterans Affairs (VA) facilities located at 50 Irving Street, N.W., Washington D.C. 20422. The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). The applicable NAICS code is 236220 with a size standard of $33.5m. The solicitation will be issued on or about April 30, 2010 and proposals will be due on or about May 31, 2010 at 3:00PM (EST), at 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131. The Government intends to award a firm-fixed-price contract. The period of performance shall be 270 days from the Notice to Proceed issue date. This notice is not a request for competitive offers.
