Description
NLM Special Rights In Data Performance Measures This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information contained in this notice. The procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through May 2009 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 2005-32. This acquisition is a small business set-aside and the NAICS code is 541430. It is the intent of the National Library of Medicine (NLM) to procure a book designer / production manager to work on Hidden Treasure: 175 Years of the National Library of Medicine, a book showcasing rare, unique, idiosyncratic, beautiful and/or surprising holdings in the collection of the National Library of Medicine. The volume is envisioned as a complex and high-quality art book. Each "treasure" will be accompanied by a one-page mini-essay on a facing page, written by an outside scholar or Library historian. Hidden Treasure will sound important themes in the history of medicine and print, and the larger field of cultural studies. It will feature canonical books that have a "hidden" aspect, but also pamphlets, trading cards, diaries, glass "magic lantern" slides, news clippings, handbills, stereograph cards, scrapbooks, film-stills, water-colors, posters, etc. Some books may be featured for their distinctive or beautiful covers and bindings. Hidden Treasure will be full-color, soft-cover, printed on high-quality coated stock. The contractor will provide conceptual development, graphic design, book design, promotional design, typesetting, photography, digital color correction, production management and print management, as needed in the various stages of the project, according to the production schedule set out for publication by September 2011. The contractor will work closely with the project manager, editorial assistant, and NLM staff. The contractor must have great expertise, ensure that the will be done in a timely way and meets the standard of a high-quality art book. The contractor should have extensive work experience with the production of high-quality art books and also books that deal with medical material and themes, and historical medical material. MANDATORY QUALIFICATION CRITERIA A. Offerors must demonstrate a minimum of 5 years experience with museums, Libraries or other cultural institutions in developing publication projects that are comparable to the size, complexity, and nature of the Library's Hidden Treasure project. B. Offerors must demonstrate a minimum of 5 years experience in designing high-quality art books. C. Offerors must demonstrate a minimum of 5 years experience in working with historical medical materials and objects. D. Offerors must demonstrate a minimum of 5 years experience in managing and producing complex publishing projects from design to print. EVALUATION CRITERIA FOR TECHNICAL PROPOSAL Criterion Weight A Past Performance 40 points B Understanding the effort, prior experience 30 points C Product portfolio 30 points TOTAL POSSIBLE POINTS 100 points EVALUATION FACTORS FOR AWARD- DESIGNER/PRODUCTION MANAGER A. Past Performance 40 Points Past Performance will be evaluated on the ability of the Offeror to adequately provide the resources and the management skill required to complete task orders in accordance with the Library's technical, schedule, and cost constraints including: • the quality, creativity, and relevance of products and services • stakeholder, customer, and audience satisfaction • the ability to produce reports, to monitor projects and track progress, to adhere to schedules, and to provide quality assurance • timeliness of performance, business relations • management's commitment of adequate and quality resources to this purchase order • demonstrated excellence: awards & reviews B. Understanding the effort, prior experience 30 Points Experience with working on comparable projects, and understanding of the nature of the effort will be evaluated for clarity, relevance and appropriateness to the performance required by this scope of work. Other factors include: • Demonstration of successful project outcomes • Recognition of library and museum publication standards, components, and goals C. Product Portfolio 30 Points The Product portfolio will be evaluated on performance of past work similar in nature and complexity to the National Library of Medicine's Hidden Treasures project and those of the musems, libraries and historical medical institutions. Evaluation will be on: • the clarity, thoughtfulness, and beauty of published pieces • the relevance and success of library- and museum-related products • the organization, completeness, complexity, and thoroughness of work efforts INSTRUCTIONS TO OFFERORS Offerors shall submit detailed information regarding training, experience and availability. Documentation shall include a detailed resume, describing training, experience, achievements for personnel proposed. Offeror must provide names, phone numbers and email addresses of at least 3 contacts for whom similar design/production work was performed within the last five years and also provide a brief description of each effort. Work shall be performed by the contractor who may subcontract with the permission of the Contracting Officer. Signed letters of commitment must be provided for all personnel not currently working for the offeror. Signed teaming agreements or similar documentation must be provided for proposed subcontractors. It is anticipated that ONE (1) AWARD will be made from this solicitation. A time and material/labor hour award is anticipated. The anticipated period of performance of the base effort is from June 15, 2010 through June 15, 2011 with an option period from June 16, 2011 through September 2011. If the book is successfully completed by September 2011 then the Contractor will receive special recognition by NLM and may also receive an award and/or award term of up to 12 months for additional work. The award/award term is dependent on the needs of the NLM and funding being available. The offeror shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. ** The Statement of Work (SOW) of this requirement is below. ** All proposals received by June 1, 2010, 2:00 P.M. (Eastern Standard Time) from responsible small business sources will be considered by NLM. Responses must be in writing, and must include pricing information and meet the criteria requirements. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items (June 2008). The NLM Special Rights in Data clause will be included in any resultant orders under this effort.   NATIONAL LIBRARY OF MEDICINE Book designer / Production manager: National Library of Medicine Hidden Treasure book project May 14, 2010 PERFORMANCE BASED STATEMENT OF WORK 1. Background The National Library of Medicine (NLM), one of the three national libraries in the United States, is the world's largest research library in a single scientific and professional field. NLM's primary mission, as mandated by the Congress, is to serve the health professions. To support this mission, the Library comprehensively collects materials in biomedical subjects. The NLM's History of Medicine Division (HMD) maintains a pre-eminent collection of the world's published medical literature, including books, journal volumes, pamphlets, and theses, printed from the 15th through the early 20th century; manuscripts ranging in date from the 11th century to the present; fine prints, and other graphic materials from the 15th century to the present; and historical audiovisuals up through 1970. The collection consists of more than 600,000 printed works, 4,000 linear feet of modern manuscripts, 3,000 historical audiovisuals, and 60,000 historical prints and photographs. The History of Medicine Division of the National Library of Medicine acquires, arranges, describes, preserves, and makes available for researchers, scholars and other interested persons, primary source materials in the history of medicine, public health, and allied disciplines. An important part of the mission of the History of Medicine Division is to make the Library's historical holdings and products available and accessible to persons of varied backgrounds, in order that they may best understand the role of medicine in society and in their lives. 2. Purpose and Objective In order to further this mission, the National Library of Medicine is publishing Hidden Treasure: 175 Years of the National Library of Medicine, a book showcasing rare, unique, idiosyncratic, beautiful and/or surprising holdings in the collection of the National Library of Medicine. The objectives of this effort are to: 1. obtain the book design and production management expertise and work necessary to produce a high quality art book that will reflect the unique treasures in the NLM collections, including color correction and print management. 2. to ensure that the Hidden Treasures book will be published during or before September 2011 to celebrate the 175th anniversary of the National Library of Medicine. 3. Vendor Requirements and Deliverables The contractor will provide editorial and production assistance on the book project, as needed in the various stages of the project, according to the production schedule set out for publication by September 2011. The contractor will work with the project manager, authors, photographers, conservators, librarians, and NLM staff to ensure that the work gets organized and done in a timely way, and meets the standard of a high-quality art book. The contractor should have extensive work experience with book production and editing, and experience working with libraries, museums and foundations. The contractor will provide conceptual development, graphic design, book design, promotional design, typesetting, photography, digital color correction, production management and print management, as needed in the various stages of the project, according to the production schedule set out for publication by September 2011. It is expected that the contractor will have great expertise and work closely with the project manager, editors, and NLM staff, and that the work will be done in a timely way and meet the standard of a high-quality art book. The contractor should have a great sense of high-end design, extensive work experience with the production of high-quality art books and also experience designing books that deal with medical material and themes, and historical medical objects and materials. 4. Government Furnished Equipment The contractor will do most of the work in its own facilities, but the government shall provide workspace, telephone, supplies, NIH ID card and parking permits where necessary. NLM shall also provide detailed orientation. 5. Progress Payments Progress payments shall be made following delivery of the following deliverables: (1) scanning and photography completed; (2) manuscript first draft; (3) manuscript completed; (4) galleys completed; (5) galleys revised; (6) color corrected; (7) book published with print management. Payment shall be made to vendor upon completion of above listed tasks and the submission of an accurate invoice. 6. Period of Performance 12 month base anticipated for June 15, 2010 - June 14, 2011 Option for June 15, 2011 - September 30, 2011 Award term of up to 12 months depending on need and funding availability
