NLM Special Rights in Data Performance Measures This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information contained in this notice. The procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through May 2009 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 2005-32. This acquisition is a small business set-aside and the NAICS code is 561410. It is the intent of the National Library of Medicine (NLM) to procure a book editor /production assistant to work on Hidden Treasure: 175 Years of the National Library of Medicine, a book showcasing rare, unique, idiosyncratic, beautiful and/or surprising holdings in the collection of the National Library of Medicine. The volume is envisioned as a complex and high-quality art book. Each "treasure" will be accompanied by a one-page mini-essay on a facing page, written by an outside scholar or Library historian. Hidden Treasure will sound important themes in the history of medicine and print, and the larger field of cultural studies. It will feature canonical books that have a "hidden" aspect, but also pamphlets, trading cards, diaries, glass "magic lantern" slides, news clippings, handbills, stereograph cards, scrapbooks, film-stills, water-colors, posters, etc. Some books may be featured for their distinctive or beautiful covers and bindings. Hidden Treasure will be full-color, soft-cover, printed on high-quality coated stock. The contractor shall provide editorial work and production assistance, as needed in the various stages of the project, according to the production schedule set out for publication by September 2011. The contractor shall work with the project manager, authors, book designer, photographers, conservators, librarians, and NLM staff to ensure that the work gets organized and done in a timely way, and meets the standard of a high-quality art book. The contractor should have extensive work experience with book production and editing, including books and materials for libraries, museums and foundations. In accordance with the production schedule, the contractor shall organize materials for the general editor, contributors, book designer, conservationists and photographer. Contractor shall also do editing, copyediting, proofreading, and work on publicity and distribution. Normally work will be performed on premises during at least two weeks of every month; work may also be performed off-premises. The hours will be on a regular schedule, to be arranged by the project officer, with some room for flexibility. They must be scheduled during the regular opening hours of the History of Medicine Division (Monday - Friday, 8:30 - 5:00, excluding Federal holidays), except as agreed upon by the project officer. MANDATORY QUALIFICATION CRITERIA A. MANDATORY QUALIFICATION CRITERIA • Offerors must demonstrate a minimum of 5 years experience with foundations, museums, libraries or other cultural institutions in developing publication projects and/or exhibitions that are comparable to the size, complexity, and nature of the Library's Hidden Treasure project. • Offeror must have a PhD in history or art history • Offeror must have a minimum of 5 years editorial and/or writing experience working with library, museum or foundations • Offeror must at a minimum have a good reading knowledge of French, German and Latin (other languages may also be helpful). EVALUATION CRITERIA FOR TECHNICAL PROPOSAL Criterion Weight A Past Performance 40 points B Understanding the effort, prior experience 30 points C Writing Sample/Product portfolio 30 points TOTAL POSSIBLE POINTS 100 points EVALUATION FACTORS FOR AWARD- EDITOR AND PRODUCTION ASSISTANT A. Past Performance 40 Points Past Performance will be evaluated on the ability of the Offeror to adequately provide the resources and the management skill required to complete task orders in accordance with the Library's technical, schedule, and cost constraints including: • the quality, creativity, and relevance of products and services • stakeholder, customer, and audience satisfaction • the ability to produce reports, to monitor projects and track progress, to adhere to schedules, and to provide quality assurance • timeliness of performance, business relations • management's commitment of adequate and quality resources to this purchase order B. Understanding the effort, prior experience 30 Points Experience with working on comparable projects, and understanding of the nature of the effort will be evaluated for clarity, relevance and appropriateness to the performance required by this scope of work. Other factors include: • Demonstration of successful project outcomes • Recognition of library and museum publication standards, components, and goals C. Writing Sample/Product Portfolio 30 Points The Writing Sample/Product portfolio will be evaluated on performance of past work similar in nature and complexity to the National Library of Medicine's Hidden Treasures project and those of the musuems, libraries and historical medical institutions. Evaluation will be on: • the clarity, prose style and thoughtfulness of published pieces • the relevance and success of foundation, library- and museum-related products • the organization, completeness, complexity, and thoroughness of work efforts INSTRUCTIONS TO OFFERORS Offerors shall submit detailed information regarding academic education, training, experience and availability. Documentation shall include a detailed resume, describing academic education, training, experience, achievements for personnel proposed. Offeror must provide names, phone numbers and email addresses of at least 3 contacts for whom similar editorial work was performed within the last five years and also provide a brief description of each effort. Work shall be performed by the contractor who may subcontract with the permission of the Contracting Officer. Signed letters of commitment must be provided for all personnel not currently working for the offeror. Signed teaming agreements or similar documentation must be provided for proposed subcontractors. It is anticipated that ONE (1) AWARD will be made from this solicitation. A time and material/labor hour award is anticipated. The anticipated period of performance of the base effort is from June 15, 2010 through June 15, 2011 with an option period from June 16, 2011 through September 2011. If the book is successfully completed by September 2011 then the Contractor will receive special recognition by NLM and may also receive an award and/or award term of up to 12 months for additional work. The award/award term is dependent on the needs of the NLM and funding being available. The offeror shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. ** The Performance Based Statement of Work (PBSOW) of this requirement is below. ** All proposals received by June 1, 2010, 2:00 P.M. Background The National Library of Medicine (NLM), one of the three national libraries in the United States, is the world's largest research library in a single scientific and professional field. NLM's primary mission, as mandated by the Congress, is to serve the health professions. To support this mission, the Library comprehensively collects materials in biomedical subjects. The NLM's History of Medicine Division (HMD) maintains a pre-eminent collection of the world's published medical literature, including books, journal volumes, pamphlets, and theses, printed from the 15th through the early 20th century; manuscripts ranging in date from the 11th century to the present; fine prints, and other graphic materials from the 15th century to the present; and historical audiovisuals up through 1970. The collection consists of more than 600,000 printed works, 4,000 linear feet of modern manuscripts, 3,000 historical audiovisuals, and 60,000 historical prints and photographs. The History of Medicine Division of the National Library of Medicine acquires, arranges, describes, preserves, and makes available for researchers, scholars and other interested persons, primary source materials in the history of medicine, public health, and allied disciplines. An important part of the mission of the History of Medicine Division is to make our holdings and products available and accessible to persons of varied backgrounds, in order that they may best understand the role of medicine in society and in their lives. 2. Purpose and Objective In order to further this mission, the National Library of Medicine is publishing Hidden Treasure: 175 Years of the National Library of Medicine, a book showcasing rare, unique, idiosyncratic, beautiful and/or surprising holdings in the collection of the National Library of Medicine. The objectives of this effort are to: 1. obtain the editorial and production expertise and work necessary to produce a high quality art book that will reflect the unique treasures in the NLM collections 2. to ensure that the Hidden Treasures book will be published during or before September 2011 in conjunction with the 175th anniversary of the National Library of Medicine. 3. Vendor Requirements and Deliverables The contractor shall provide editorial work and production assistance, as needed in the various stages of the project, according to the production schedule set out for publication by September 2011. The contractor shall work with the project manager, authors, book designer, photographers, conservators, librarians, and NLM staff to ensure that the work gets organized and done in a timely way, and meets the standard of a high-quality art book. The contractor should have extensive work experience with book production and editing, including books and materials for libraries, museums and foundations. In accordance with the production schedule, the contractor shall organize materials for the general editor, contributors, book designer, conservators and photographer. Government Furnished Equipment The government shall provide workspace, telephone, computer, necessary software, supplies, NIH ID card and parking permit. NLM shall also provide detailed orientation. 5. Progress Payments Progress payments shall be made following delivery of the following deliverables: (1) author invitations sent; (2) scanning and photography completed; (3) authors materials received; (4) manuscript first draft; (5) manuscript completed; (6) promotional materials completed. Payment shall be made to vendor upon completion of above listed tasks and the submission of an accurate invoice. 6. Period of Performance Base year, anticipated to be June 15, 2010 - June 14, 2011 Option, June 15, 2011 - September 2011 12-month award term if NLM has need and funding is available. 7. Qualifications of Contractor The work shall be performed by the contractor, who may sub-contract with the permission of the contract officer. Proposers shall submit detailed information regarding training, academic background, experience, and availability. Documentation shall include a detailed resume, describing the proposer's education, training, experience, achievements, and personal references.
