Description
The Naval Air Systems Command, Direct Attach Weapons – PMA-201, intends to award a sole source contract to Lockheed Martin Missiles and Fire Control, Archbald, PA, for the acquisition of Small Contained-Area Laser Preceision Energetic Load (SCALPEL) and engineering support services for the United States Navy. This procurement weaponizes the Enhanced Laser Guided Training Round (ELGTR) platform to create a low-collateral, lightweight, low cost laser guided bomb. Engineering support utilizes performance specifications and interface control documents and will include retention of existing safety certifications and flight clearances for Navy and Marine Corps aircraft. The requirement is for one year. This acquisition is being pursued on a sole source basis under the statutory 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that a Firm Fixed Fee type contract will be issued. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Unless otherwise stated herein, no additional written information is available. Request for written information will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. Subcontracting opportunities may be available and should be sought with Lockheed Martin Missiles and Fire Control, at the following address: Lockheed Martin Missiles and Fire Control, 459 Kennedy Drive, Archbald, PA 18403, Attention: Mr. James F. Hughes. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving a contract award is registration in the DOD’s Central Contractor Registration (CCR) database. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract.
